Responsibilities
Performs work under the general supervision of the Branch Chief, receiving assignments in terms of program responsibilities
The incumbent is responsible for being a Program Manager, (PM) for work assigned to the Military Branch
As a Program Manager, incumbent is responsible for timely action on program directives, has overall responsibility for budget, schedules, quality and other goals for the assigned program
The position requires a broad technical background and experience in other various functions within the District
The incumbent will interpret the dynamic and substantive policies relating to the assigned program and approve operational deviations and provide guidance or direction to Project Managers (PMs) working in his/her program
Additionally, the position serves as senior management official for briefings conducted for program review and analysis
The overall District Military and Support to Others program involves master planning, project programming, investigations, design, construction, and real estate activities for Military installations
Support for other agencies and programs, such as, Defense Logistics Agency, US Postal Service, Federal Bureau of Prisons, Missouri Department of Transportation and General Services Administration is also provided
Repair and maintenance of existing facilities is a major portion of work
Environmental clean-up activities to include asbestos removal, soil and groundwater remediation, clean up of ordnance, and construction of related facilities, e.g., wastewater treatment plants are responsibilities of Military Branch
Serves as a Project Manager
The primary responsibility is to manage the planning, scoping, development, design, construction, and direction of military projects
Projects managed are complicated by a combination of reasons
Frequently there are unique design features to be addressed, multiple customers, major technical issues, and requirements for special equipment and materials
Typically there are conflicting interests of Federal, state, and local government agencies, a variety of statutes and regulations, business and industry group concerns, and private citizen involvement that requires coordination
Projects are frequently managed that have close agency scrutiny that requires top-level approvals
The incumbent will integrate customer requirements and participation into a comprehensive management and acquisition plan
The Project Manager will direct and guide all participating District functional elements, establish responsibilities and set expectations and controls
The projects will be managed the meet the budget and schedule goals
The Project Manager will assure that District commitments to the customer are met
The incumbent will lead development of new acquisition tools to meet the changing needs of the customer
He/she will serve as the District's primary point of contact for customers and other external agencies on assigned projects
Maintain programs oversight and maintains responsibility and performs oversight for the assigned program
Develops measurable indicators for use in evaluating District project management effectiveness and to determine progress of the program
Evaluates the short and long-term effects of cost and schedule trends
Assesses the structure, management process effectiveness, controls, and compliance with continually changing procedures and policy
Assures that Small Business program goals are considered when project management plans and acquisition strategies are determined
Maintains a database of possible future work, PRB data, close out data and Construction in Progress data
Assures Project Managers in the program maintain accurate PROMIS data
Provides feedback to Branch Chief to improve the District's project management business process
Identifies and addresses sensitive issues and resolves critical problems
Discusses major issues, problems and trends with other organizational elements to develop effective solutions
Obtains corporate consensus on significant issues for successful execution of the assigned program
Mediates and adjudicates problems that impede program success
Uses interpersonal skills to assist project managers with the resolution of issues impacting the program
Recommends corrective action to ensure quality project performance
Provides guidance and instruction to PM's during the development of critical or significant project documents such as the Project Management Plan (PMP)
Reviews the documents for correctness and comprehensiveness, and provides guidance or instruction to improve or enhance the documents with a focus on scheduling, budget, quality, scope and compliance with customer needs
Confers with key project managers from outside agencies to obtain information and data concerning projects
Provides interpretations and information on program execution guidance, technical scope issues, problem resolution and risks associated with project development team decisions
Determines program trends by reviewing District schedule and budget progress
Provides management advice concerning program budget, schedule and ultimately project success
Attends regional, national or other significant meetings and conferences with representatives of HQUSACE, other Divisions and Districts, Army and Air Force Commands, other agencies and state entities
Presents, defends or develops the Government's position on issues; learns of other agency's issues and concerns; and develops better understanding of customer's expectations
Empowered to make agreements and commitments concerning budget and schedule that are binding on the District
Responsible for the overall management, control, coordination and execution of assigned projects
Is responsible for the development and maintenance of the Project Management Plan (PMP)
Coordinates the preparation of the Quality Management Plan
Within the PMP, Integrates Executive/Congressional schedules and criteria, establishes project scope, schedules, budgets and dependencies and responsibilities of the participating parties
Responsible for decision-making where action plans may involve methods or untested concepts
Determines design and construction assumptions, managing factors of risk, contingencies, and performance where data may be undetermined or unavailable
Responsible for obtaining and maintaining the district programming decisions affecting long and short-range courses of action
Provides input into the district operating budget related to projects assigned
As the project team leader, implements corporate decisions, guidance, laws, regulations, and policy in the development of the project
Negotiates human and material resources and integrates all district functions including planning, environmental considerations, design, cost engineering, construction, real estate, contacting, etc
Assures customer needs and other agency commitments are addressed
Incumbent is responsible for the development of customer and Corps of Engineers agreements, leading the negotiation of such agreements on the part of the Corps of Engineers
Recommends to the district acquisition board the best management practices to configure project acquisitions to met small and minority business district goals
Controls and manages project milestones and budgets from project inception to close out
Allocates project funds to district elements, consistent with progress attained
Measures and monitors performance to assure commitments of all parties are being maintained
Writes, negotiates, and enforces contract provisions for architectural/engineering design contracts where inhouse expertise is not available
Reviews and analyzes cost reports to assure charges are authorized and appropriate
Identifies unauthorized changes and assures corrective actions are taken
Reviews project progress and performance measures
Takes corrective actions to maintain schedule, budget, manpower and product quality
Reviews and approves project cost and schedule changes
Reviews, evaluates, coordinates and endorses all products (Engineering or other functional areas) produced in support of the projects
Has the authority and responsibility to challenge decisions effecting products
Assures early identification of problems or issues utilizing technical judgment and past experiences
Ensures the execution of the project Quality Management Plan
Manages project contingency funds to ensure efficient and effective utilization
Facilitates resolution of disputes between district functional elements
Provides monthly status reports on projects assigned (progress, issues and trends) to the district corporate leadership (Project Review Board)

Projects may be complicated by high incidence requirements for special equipment, materials, design features, special acquisition strategies, or close agency scrutiny
To prevent negative impacts to the customer all special considerations will be addressed
Represents the District Commander, serving as the district's primary point of contact with customers, Corps of Engineers Division and Regional Offices, Federal, State, and local government agencies, Congressional interests, other external organizations and higher authorities
Frequently prepares and presents special briefings, Line Item Reviews, and discussions concerning projects or other topics to government and non--government groups (such as Society of Military Engineers, Associated General Contractors, Partnering Conferences or other interested parties) as required by the District Commander
Responsible for keeping the customer fully informed of project progress, issues and their resolutions, and any impacts on costs
Provides Commander, executive office, or field office engineering advice and problem-solving expertise on problems involving any phase of an assigned project
Provides a variety of administrative support to Branch Chief
May be required to perform any of the following duties
Serve as Acting Branch Chief, prepare data as requested, assists Branch Chief in providing training to new employees and assist in the assessment of resource requirements for management of the program
Incumbent frequently, participates in Design/Build source selection boards as either a board member or chairman
Often chosen to write source selection plans, memorandums and lead debriefings to successful and unsuccessful bidders concerning the deficiencies of their proposals to the district

Broad technical background and experience in various functions within the District
Full understanding of Corps of Engineers procedures
Knowledge of the authorization and appropriation processes
Strong management background
Ability to interpret dynamic and substantive policies relating to the assigned program
Experience in managing planning, scoping, development, design, construction, and direction of military projects
