Senior Business Systems Analyst
Oregon Department of Transportation is seeking a dynamic professional to manage public-facing software solutions for Road Usage Charging, tolling, and Connected Vehicle ecosystems. The role involves coordinating tolling systems, providing expert consultation, and overseeing the analysis, planning, implementation, and maintenance of critical information systems.

Responsibilities
Work with software systems for Road Usage Charging, tolling, connected vehicle technologies, and other innovative funding strategies
Document business requirements, create test plans and test cases, and track technical work throughout project phases
Collaborate with stakeholders to develop RFPs for software, hardware, and programming services
Meet with customers and partners to understand, document, and communicate automation needs
Participate in technology planning and ensure business needs are represented and prioritized
Attend business meetings to help set project priorities and assist with cost analysis for budgeting
Serve as a liaison between customers and information systems teams, ensuring critical systems support safety and revenue needs
Diagnose and resolve user and system issues that may affect multiple applications or agencies
Research and recommend new technologies for agency and statewide systems
Work in an office environment with hybrid work options available 80% of the time
Qualification
Required
Seven (7) years of information systems experience in: business systems analysis for software development and applications
an associate's degree or higher in computer science, information technology, or a related field, OR completion of a two (2) year accredited vocational training program in information technology or related field; AND five (5) years of information systems experience in: business systems analysis for software development and applications
a bachelor's degree in information technology, computer science, or related field AND three (3) years of information systems experience in: business systems analysis for software development and applications
a master's degree in information technology, computer science, or a related field AND one (1) year of information systems experience in: business systems analysis for software development and applications
Preferred
Advanced knowledge of modern system architectures, including cloud-based systems and integration
Experience analyzing business systems in a complex, multi-system environment, including creating outcome-based requirements
Proficiency in data/workflow modeling techniques and writing/optimizing SQL queries
Experience with developing/executing test plans and test cases
