Senior Environmental Engineer

The City of New York is seeking a Senior Environmental Engineer to perform complex work in planning, coordinating, and overseeing environmentally engineered remedies for contaminated sites. The role involves overseeing contracts, preparing reports, conducting field inspections, and ensuring compliance with regulatory requirements.

Responsibilities

Under direction, with very great latitude for the exercise of independent judgment or action, perform responsible and technically complex work in planning, coordinating and overseeing the development, implementation and ongoing maintenance of technically complex environmentally engineered remedies for contaminated project sites, including municipal landfills and manufactured gas plant properties
Oversee the development of contracts related to the environmental components of various capital projects
Prepare detailed reports on the progress and budget schedules of environmental projects, including those mandated by regulatory agencies for landfill sites
Sign waste profile forms, hazardous waste manifests and New York State Department of Environmental Conservation (NYSDEC), United States Army Corps of Engineers (USACE) and New York City Department of Environmental Protection (NYCDEP) permit applications. Conduct field inspections, prepared, sign and seal annual reports for remedial measures as per regulatory agency consent order requirements
Engage in or supervise the conduct of complex research, investigations, studies and examinations of Parks’ properties and structures related to the environmental engineering functions or activities of the Agency related to hazardous materials and drainage conditions for compliance with regulatory Agency requirements
Approve or supervise the design, inspection, construction, demolition and/or alteration of premises, installations and equipment to ensure compliance with contracts, drawings, specifications, codes, resolutions, statutes, rules and regulations
Assist Agency staff in preparing and reviewing environmental permits (wetland, stormwater pollution prevention plans, stormwater discharge)
Supervise the installation, inspection and testing operations at job sites, as well as contractor activities. Ensure compliance with regulatory Agency permits, regulations or programs including Spills, Brownfield Cleanup, Environmental Restoration Storm Water and Materials

Required

A valid New York State Professional Engineer License and four years of full-time experience in environmental engineering
A master's degree in environmental engineering from an accredited college will be accepted as equivalent to one year of the full-time experience in environmental engineering
In addition to above qualification requirements, to be eligible for placement in Assignment Level II or III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project

Preferred

Preference will be given to applicants who are permanent Environmental Engineers or applicants who take the Environmental Engineer Civil Service Examination (Exam No. 6056 or 6528)
Ability to produce cut and fill calculations, measured drawings and technical specifications for remediation systems and soil management including disposal
Excellent communication and organizational skills
Proficiency with AutoCAD. Knowledge of Microsoft Word, PowerPoint, Excel, PhotoShop and rendering
Demonstrated experience with soil and storm water management to remediate Spill, Brownfield Cleanup and/or landfill project sites
Familiarity with New York State Department of Environmental Conservation environmental regulations and New York City's related policies and practices
Professional Engineer license in Environmental Engineering, License of Professional Geologist or Certification as Hazardous Materials Manager a plus
A driver license valid in New York State
