Management and Program Analyst (Operations Analyst)

Responsibilities
As a Management and Program Analyst identifies major operating deficiencies in the Agency's Disaster Enterprise Loan program and provides innovative options to improve the system
Presents recommendations on proposed reports and studies to ensure the views of the Director, Office of Field Operations & Disaster Recovery and the Administration are properly, adequately, and persuasively represented
Coordinates and communicates with FEMA and state emergency management offices for the Director/Deputy Director to begin preliminary damage assessment surveys
Compiles completed damage assessment survey reports and other relevant information and organizes the information into the proper format for the Director and Deputy Director to review for determination of established regulatory criteria, thus qualifying for a declaration
Participates in the establishment of national policies, goals, and operating procedures for the effective management and delivery of the Disaster Enterprise Loan program initiatives
Supports national, state, region, local and stakeholder communities during disaster relief responses and identifies procedures to refine and strengthen the Disaster Enterprise Loan programs, building in procedures to develop and increase resiliency during the recovery process
Qualification
Required
U.S. citizenship is required
You must be able to obtain and maintain a Government travel credit card
Favorable background investigation required
This is not a bargaining unit position
Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and ten to fourteen hours a day)
If required to travel to a disaster site, you may encounter hazardous working and/or living conditions, for example, no water or electricity and/or minimal lodging facilities
You may be required to complete a one-year probationary period
To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position
This Specialized Experience must demonstrate the following: Evaluate and measure the efficiency of disaster loan programs and consistency across impacted communities.; AND Prepare findings and presents comprehensive papers, briefings and reports to ensure best possible solutions for disaster recovery.; AND Analyzes statistical reports received from the Centers to identify potential problems such as workload imbalances, unusual backlogs, staffing needs, and funds & equipment needs; AND Conducts industry research and analysis of work products to define SBA goals, objectives, and strategies to develop performance measures; And Collects data from various sources, assesses data and determines needs and/or requirements
