Business Systems Analyst 2
The New York State Higher Education Services Corporation (HESC) is the state’s student financial aid agency, responsible for administering New York’s major college aid programs. The Business Systems Analyst 2 will work with the Compliance Team and other Program Teams to analyze and translate regulatory requirements into business needs, conduct gap analyses, and support compliance initiatives and audits.

Responsibilities
Analyze, document, and translate regulatory and compliance requirements into clear business and functional requirements for systems, processes, and controls
Serve as a liaison between Compliance, Council, IT, and business stakeholders to ensure regulatory requirements are accurately interpreted and implemented
Conduct gap analyses to assess current compliance processes, systems, and controls against regulatory standards and internal policies
Support the design, enhancement, and optimization of compliance-related workflows, reporting, and monitoring tools
Elicit, document, and maintain business requirements, process flows, data requirements, and compliance control documentation
Assist with the implementation of regulatory change initiatives by assessing impacts, defining requirements, and supporting testing and validation activities
Participate in user acceptance testing (UAT) to ensure compliance solutions meet regulatory, audit, and business requirements
Support internal and external audits and regulatory examinations by providing documentation, analysis, and data as required
Identify opportunities for process improvement, automation, and risk reduction within compliance operations
Ensure requirements, documentation, and deliverables align with governance standards, data privacy requirements, and internal controls
Stay informed of regulatory changes and industry best practices to proactively support compliance initiatives
Supervise, train and mentor subordinate staff
Perform other duties as assigned
Qualification
Required
Seven (7) years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders
An associate degree may substitute for two years of experience
A bachelor's degree may substitute for four years of experience
A master's degree may substitute for five years of experience
A doctorate may substitute for six years of experience
One (1) year of permanent, contingent permanent, or 55b/c service as a Business Systems Analyst 2 OR in a position at the G-21 level or higher in a title designated as appropriate for transfer in accordance with Section 52.6 or 70.1 of the Civil Service Law
If you previously served in this title or in a title otherwise transferable to this title, you may be reinstated pursuant to Civil Service Law. If you left state service less than one year ago, the reinstatement request from a state agency will usually be approved by the Department of Civil Service. If you left state service more than one year ago, the reinstatement must also be approved by the Civil Service Commission
Candidates must possess the minimum qualifications and a current 55b/c eligibility letter
