POLICE FLEET & FACILITIES MANAGER

Responsibilities
Manages the proper procurement, usage, repair, inventory, maintenance, and storage of the Police Department’s equipment, fleet and building
Recommends changes to all aspects of police department policies and procedures in reference to said equipment, fleet, and building operational procedures
Conducts regular inventory and inspections of all said fleet equipment, maintains maintenance logs, and makes necessary recommendations and arrangements for maintenance and repair
Plans, implements, and oversees all aspects of the department's fleet and maintenance programs
Maintains organized storage areas and locations of all said equipment
Recommends and assists with the purchasing process for police building, fleet and equipment, and telecommunications
Makes preliminary recommendations on purchasing decisions
Obtains vendor quotes, bids, and follows procurement procedures with fleet, building, and equipment purchases/work orders
Reviews and uploads recorded data for use by investigators, defense attorneys, assistant state attorneys, the media, etc. in accordance with applicable laws
Manages public records requests as needed
Maintains, archives, and destroys electronically recorded data generated pursuant to State regulations
Acquires and maintains appropriate licenses and permits
Maintains policy and procedure changes and other pertinent data related to all equipment and FCIC/FDLE systems
Maintains accurate records, prepares various reports, and composes correspondence relative to the assignment
Ensures compliance with the city code and procurement policies and procedures by reviewing and monitoring procurements conducted by any designee, department, or official
Performs related work as required and as directed
Qualification
Required
High school diploma or equivalent; supplemented by a minimum of 3 years of experience in a law enforcement environment preferably in equipment/fleet management; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job
Valid State of Florida driver's license
Fleet Management Principles: Vehicle lifecycle management (procurement, maintenance, replacement). Knowledge of law enforcement-specific vehicle equipment and modifications (e.g., sirens, radios, cages, graphics)
Building and Facilities Operations: HVAC, electrical, plumbing, generators, and structural maintenance. Custodial services, security systems, security gates, and building safety protocols. Vendor relationships and compliance with ADA and OSHA regulations
Procurement and Budgeting: Public sector procurement processes and contract management. Budget preparation, cost estimation, quote & invoice reviews
Law Enforcement Environment: Understanding of the unique operational and security requirements of police facilities and fleet. Radio system management to include programming, inventory, minor repairs, & deployment with current Motorola vendor (or similar)
Environmental and Regulatory Compliance: Knowledge of local, state, and federal regulations related to fleet, hazardous materials, and building and fire codes
Project Management: Ability to plan, coordinate, and execute construction and renovation projects. Vendor and contractor oversight
Fleet Tracking and Scheduling: Proficiency in using fleet management software and scheduling maintenance and repairs. Overseeing monthly fleet inspections and documenting
Technical and Mechanical Aptitude: Ability to diagnose or evaluate vehicle and facility issues. Familiarization with maintenance and operational functions of a building. Proficient in Microsoft Word programs such as outlook email, excel, and report management systems
Communication: Clear verbal and written communication skills for reporting, procurement documentation, vendor relationships, and team coordination across divisions
Analytical and Problem-Solving Skills: Ability to assess operational inefficiencies and recommend solutions
Interpersonal Skills: Collaborative skills to work with sworn officers, city departments, vendors, and command staff. Works well in a team setting compiled of a wide range of personalities and maintains a positive attitude
Manage Multiple Priorities: Handle competing deadlines for building repairs, vehicle readiness, and administrative tasks. Timeliness maintained while multi-tasking. Ability to track, assign, and maintain department equipment. Manage multiple procurement processes at the same time to obtain goods and services for the department
Develop and Implement Preventive Maintenance Programs: For both vehicles and building systems. Record keeping of maintenance logs, contract renewals, and invoices due
Supervise and Train Staff: Including city employees, mechanics, custodians, or contractors
Respond to Emergencies: Ability to address urgent building or fleet issues after hours or direct to the appropriate vendor
Maintain Confidentiality and Security Awareness: Especially in relation to law enforcement operations and sensitive infrastructure. Supervise compliance with CJIS Security Policies in regard to building access and procedures
