This senior-level IT Project Management role focuses on migrating legacy analytics and reporting platforms to modern data integration and analytics solutions under a statewide data management framework.

Responsibilities
Lead and manage all phases of IT projects using PMLC and SDLC methodologies
Oversee resource allocation, schedules, budgets, and risk management
Develop and publish project management deliverables in compliance with state IT project delivery standards
Manage Agile ceremonies including sprint planning, backlog grooming, daily scrums, retrospectives, and Kanban
Collaborate with enterprise data architecture, analytics, and reporting teams
Establish and maintain a strategic project roadmap
Conduct procurements and support RFP development as required
Support federal funding initiatives, including development of federally approved IAPDs
Track project budgets and enter actuals into project tracking tools
Communicate project status, risks, and issues to executive leadership
Ensure compliance with state, federal, and agency standards
Manage cross-functional and matrixed teams effectively
Perform additional duties as assigned
Qualification
Required
8+ years of IT Project Management experience
Active PMP Certification (Required)
5+ years experience in one or more of the following: Data management solutions (data warehouses, data lakes), Data analytics / business intelligence, Web-based (J2EE) development, SOA-related technologies
Strong experience with Agile and Scrum methodologies
Full lifecycle experience with analysis, planning, development, and deployment
Proven ability to: Create clear and concise project documentation, Monitor progress and manage risks, Lead teams through mentoring, facilitation, and task assignment, Resolve complex project issues
Excellent verbal and written communication skills
Preferred
Experience in Healthcare, especially Public Health
Experience working with Health and Human Services agencies
Experience managing multi-agency or multi-department IT initiatives
Experience working with State of Texas projects or vendors
Strong background in matrixed project environments
Experience with Access & Eligibility programs
