Human Resources Training and Development Manager

Pima County is seeking a highly innovative Human Resource professional to lead and manage their training program. The Training and Development Manager will design, implement, and evaluate training programs that support workforce effectiveness and professional development initiatives for over 7,000 employees.

Responsibilities

Develops and executes a countywide training and education strategy aligned with organizational priorities, workforce needs, and succession planning
Conducts training needs assessments and analyzes workforce data to identify skill gaps, development priorities, and emerging organizational requirements
Designs long‑term learning frameworks and development pathways that support leadership growth, professional advancement, and organizational effectiveness
Oversees the creation, delivery, and maintenance of training programs, including orientation, leadership development, compliance training, and professional skills development
Ensures all training content meets federal, state, and County requirements and remains current, accessible, and effective
Evaluates training effectiveness using metrics, feedback, and performance outcomes, and implements continuous improvement strategies
Supervises, coaches, and evaluates training and education staff, establishing performance expectations, workflows, and service standards
Promotes best practices in adult learning, instructional design, and staff development, fostering a culture of continuous learning
Collaborates with department leaders, HR partners, and subject matter experts to tailor training solutions to operational and organizational needs
Advises managers and executives on learning strategies, workforce development, and change initiatives, and represents HR on committees and cross‑functional teams
Manages training operations, including compliance tracking, recordkeeping, budget support, vendor contracts, and cost‑effective training solutions
Oversees and optimizes learning technologies, including the LMS, HRIS integrations, and innovative learning methods such as blended, virtual, and on‑demand training

Required

Bachelor's degree from an accredited college or university in Human Resources, Education, Organizational Development, Public Administration, Business Administration, or a related field AND four years of progressively responsible experience in employee training, education, organizational development, or workforce development, INCLUDING two years of supervisory experience
Four years of experience with Pima County in a position determined by the department head at the time of recruitment AND one year of supervisory or management experience

Valid driver license is required at time of application
Valid AZ driver license is required at time of appointment
The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicant's suitability to operate county vehicles in accordance with Pima County administrative procedures
Failure to obtain and maintain the required licenses and certifications shall be grounds for termination
Any offer of employment resulting from this recruitment is contingent upon Fleet Services' review and approval of the candidate's driving record
The County requires pre-employment background checks
Successful candidates will receive a post-offer, pre-employment background screening to include verification of work history, education, and criminal conviction history
A prior criminal conviction will not automatically disqualify a candidate from employment with the County

Preferred

Experience designing, developing, and facilitating training on EEO and professional development-related topics such as new employee onboarding/reboarding, organization policies, Title VII, leadership, communication skills, or other HR related topics
Experience designing and developing training using adult learning theory best practices and e-learning applications and software such as Articulate 360, Powtoons, etc
Experience interpreting and applying employment related federal regulations, state statutes, administrative rules, and internal organizational rules/policies/procedures
Experience with Workday
