Program Manager
CP Marine LLC, an Alaska Native company, is seeking a Program Manager to lead the delivery of the International Maintenance Assistance Program (IMAP) contract for the U.S. Department of State’s Bureau of Overseas Buildings Operations (OBO). The role involves overseeing program execution, ensuring compliance with contract terms, and managing a global team to maintain U.S. Government assets abroad.

Responsibilities
Lead and manage all aspects of the IMAP contract implementation, including day-to-day operations, adherence to task orders, and achievement of performance objectives
Develop, maintain and monitor detailed program plans for each region/mission: timelines, budgets, resources, technical requirements (mechanical/HVAC, power/UPS, BAS, water/fire protection systems, etc)
Coordinate with cross-functional teams: overseas posts, OBO regional support centers, supply logistics, cleared U.S. technicians and local staff, vendors, and the Contracting Officer’s Representative (COR)
Serve as the primary point of contact for stakeholders including OBO/FAC, post facility managers, prime/sub-contractors, and internal senior leadership
Track program performance via KPIs, budget status, schedule adherence, risk registers, resource utilization, and report regularly to senior management and the client
Identify, analyze and mitigate risks (operational, logistical, regulatory, health/safety, host-country) and implement contingency plans to support 24/7 critical facility operations abroad (including emergency deployments)
Ensure that all work executed under IMAP is compliant with U.S. Government policies (15 FAM 600/610/670 series), contract terms, quality standards, safety/environmental requirements and host-country laws
Manage and optimize global resource allocation: cleared personnel, regional support teams, vendor networks, equipment/spare parts logistics, and deployment of maintenance teams to overseas posts
Provide leadership, mentoring and oversight to the program team, facilitate meetings, foster collaboration across geographic and functional boundaries, and build a high-performing culture focused on mission success
Drive continuous improvement: analyze performance data, identify trends, propose enhancements to process, logistics, technical training, and sustainability of overseas facility operations
Perform additional duties as assigned in support of the IMAP contract and corporate objectives
Qualification
Required
Extensive experience managing large-scale, complex programs or contracts in a global, multi-region environment, ideally involving overseas facilities, real-property systems, or U.S. Government clients
Demonstrated track record of managing contracts closely aligned with the size, scope and complexity of IMAP
Strong knowledge of facility systems (mechanical/HVAC, power/UPS/transformers/distribution, BAS, fire/life safety, water/wastewater, roofing/façade) and how these systems are maintained, restored or modernized in overseas missions
Excellent organizational, analytical, and problem-solving skills; ability to track metrics, budgets, schedules, risk and performance
Exceptional communication and interpersonal skills; ability to lead multi-disciplinary, geographically dispersed teams; direct liaison with government clients and stakeholders
Ability to manage contract compliance, internal policy/regulatory frameworks, and host-country coordination
Willingness and ability to travel internationally (up to 50%) on short notice when needed to support overseas operations and deployment of maintenance teams
Bachelor's degree (Engineering, Facilities Management, Business, or related discipline preferred)
Minimum of 10 years of full-time professional experience in management, facilities, public works, or a closely related field
Minimum of 3 years of experience as a project principal or project director managing significant programs
U.S. citizenship required (due to cleared access and overseas deployment)
Travel availability up to 50%
Preferred
Previous experience supporting U.S. Government overseas facilities contracts (especially under OBO, DOS, or other foreign-mission support contracts) is strongly preferred
