Water Resources Engineer (PE) – Stormwater & Drainage
Black Star Technology, LLC is a growing, multi-discipline engineering firm seeking a mid-level Water Resources Engineer to join its Virginia Beach team. This role focuses on stormwater management, drainage design, and hydrologic & hydraulic modeling for Virginia transportation and municipal projects, with a clear path toward technical leadership and project management.

Responsibilities
Design drainage systems, stormwater management, and erosion & sediment control plans
Perform hydrologic and hydraulic modeling (TR-55, TR-20, HEC-RAS, HY-8, HydroCAD, PCSWMM)
Conduct watershed studies and analyze survey, mapping, and topographic data
Prepare plans, reports, specifications, and cost estimates
Coordinate with VDOT, local municipalities, contractors, and consultants
Mentor junior engineers and collaborate across disciplines
Support construction phase services as needed
Qualification
Required
Bachelor's degree in Civil or Environmental Engineering (Water Resources focus, ABET accredited)
4–10 years of Water Resources engineering experience
Professional Engineer (PE) licensed in Virginia or the ability to obtain within 6 months
Proven experience in stormwater, drainage, and erosion & sediment control design
Strong knowledge of Virginia stormwater regulations
Proficiency with MicroStation OpenRoads Designer, HEC-RAS, HY-8, TR-55/TR-20
Experience managing multiple concurrent design projects
Strong written and verbal communication skills
Preferred
Virginia DEQ Stormwater Management Combined Administrator certification
Experience with VDOT and Locally Administered Projects (LAP)
