Program Operations Manager (Onsite)

Responsibilities

Oversee and coordinate the execution aspects of ongoing projects and services as liaison between program management team and support functional organizations
General Management and/or Creation of artifacts for Manufacturing strategy planning, Proposals, early Gates Reviews, Financials, Infrastructure/Capital Projects, Appropriation Requests (ARs), etc
Develop / Manage Operations content in Proposals (Recurring and non recurring Basis of Estimate) and Program EACs
Identify, monitor, and report on Program risks and opportunities and support Program Risk Review Board for new products
Engagement in Product Development, Producibility, Testability and how/where to “Make” Product
Kickoff Operations Program planning at Gate 5 for new Programs and assure manufacturing readiness
Engage with engineering and supply chain on requirements flow down for Operations and Supply Chain partners
Engage in Program Test and Manufacturing Readiness Reviews (TRR/MRR) and ensure alignment to manufacturing plan and support of factory requirements. Support creation / execution of hardware maturation plans
Ability to work with Engineering and Influence product designs to achieve cost and schedule targets through Design for Manufacturing & Cost workshops, producibility/affordability studies, Transition To Production (TTP) planning and Advanced Product Quality Planning (APQP) implementation
Report on Program Contract On-Time Delivery (OTD) Performance for both CMC and non-CMC products
Support Gate 11 activities at close of Development/EDM /Production contracts
Travel will be required (10 - 20%)

Required

Minimum 8 years of relevant work experience
Active and transferable U.S. government issued security clearance is required prior to start date. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance
Typically requires: Bachelor's degree and 8 years of prior relevant experience OR Advanced Degree in a related field and minimum 5 years of experience
Manufacturing Operations experience
Product Development Experience
Proven Experience in Transition to Production inclusive of MRL /TRL assessments
Proven Experience developing proposals and Basis of Estimate
Proven Experience in Change Management and handling ambiguity
Earned Value Management Certification
Develop Program schedule integration to ensure alignment to Program schedule / contract
Six Sigma Qualified or equivalent
Experience with MS Office Suite (Excel and PowerPoint)

Preferred

Engineering and/or Manufacturing Operations leadership inclusive of New Product Introduction
Program Leadership or Material Program Management Certification
Working knowledge of SAP / PRISM
Master's in Engineering or Business Administration
