Responsibilities
Performs professional and technical engineering work in the complex design, installation, management, and evaluation of public streets, drainage systems, traffic systems, and utility systems within the county. This position’s primary responsibilities include reviewing plans, specifications, and technical reports for conformance to Jefferson County’s standards and specifications for construction of public infrastructure. Prepares project bid materials and cost estimates, which includes evaluating bid qualifications and proposals, and works with stakeholders on project designs, concepts, and timeframes for project completion. Manage contracts with technical and engineering consultants to complete project related-tasks
Works with stakeholders both internal and external to the county, which includes attending neighborhood meetings, working with intergovernmental organizations, interacting with utility companies, other agencies and departments, elected officials, and consultants and contractors. Assist in preparation of budget proposals. Estimate budget for projects and operating costs
Oversees and directs design and construction coordination meetings involving capital improvement projects. Lead the project development and management process to ensure the timely approval and completion of projects. Manage workload and responsibilities of direct subordinates
Supervises staff in area of responsibility. Administers and makes recommendations for routine personnel matters affecting subordinates, including recruiting, interviewing, hiring, training, assigning, scheduling, granting leave, appraisals, and taking corrective action. Conducts performance evaluations and communicates short- and long-term goals and objectives. Submits personnel records and reports as required by the county. Assists and advises subordinates as necessary, resolves problems as non-routine situations arise, and ensures adherence to established policies, procedures and standards. Communicates changes in policy and procedures to direct reports and implements them as directed

Qualification
Required
Minimum five years work experience
Bachelors Degree in Civil Engineering
Professional Engineer License in State of Colorado
An equivalent combination of education and experience is acceptable
Preferred
Supervisory experience
Master's Degree
Strong written and oral communication
Strong leadership, mentorship, and/or supervision skills
Independent critical thinking and analysis
Demonstrating initiative, innovation, and resiliency
Ability to articulate clearly and effectively to varying levels of customer
Strong understanding of Federal/state/local policies
