Sr Manager of Engineering Operations
North Texas Tollway Authority is a political subdivision of Texas focused on maintaining and operating toll roads. They are seeking a Senior Manager of Engineering Operations to oversee planning, budgeting, contracting, and compliance functions that support the Capital Plan, ensuring projects are delivered efficiently and in alignment with strategic objectives.

Responsibilities
Develops, analyzes, and administers project budgets for the NTTA Capital Plan, including forecasting required funds, recommending expenditures, and implementing necessary budget adjustments
Manages the General Engineering Consultant to ensure timely and accurate reporting of construction activities in accordance with Trust Agreements of the Authority, annual inspections, annual reporting, and coordination with the Maintenance Management Consultant
Provides regular reporting to Executive Staff on contracting activities, program controls data, budget adjustments, and Quality Management System updates
Identifies and evaluates software or AI applications to enhance Project Delivery contracting and program controls
Oversees the creation, maintenance and updates of necessary bidding, contractual and reporting documents to implement the timely and cost-effective delivery of Authority projects
Responsible for working with NTTA Legal and Insurance staff to develop, administer, and revise NTTA contract documents
Provides interpretation of complex project specifications and standards, in accordance with Federal and Texas state law
Monitors Texas legislative changes and works with NTTA Legal to incorporate current legislation into project documents; communicates. relevant updates to Executive Staff and Project Delivery staff
Identifies municipalities and agencies requiring agreements to accomplish the project and coordinates with internal and external stakeholders to secure the necessary agreements
Reviews and approves consultant invoices, ensuring accuracy and compliance prior to NTTA approval and payment
Reviews, evaluates, and approves—or recommends denial of—change orders and supplemental agreements
Reviews and approves project cost estimates, ensuring accuracy and alignment with project scope and standards. Reviews, approves, and implements revisions to NTTA Standards and Specifications, providing regular updates to Executive Staff
Reviews, approves, and implements QMS procedures, ensuring consistency and compliance across Project Delivery
Coordinates with Public Involvement Representatives to ensure adequate preparation of materials for public meetings, hearings, and other public stakeholder interactions
Works with NTTA Legal and Insurance staff on bond language and revisions to contractual bond requirements
Prepares project materials for various needs including monthly SPOC and Board meetings and procurements (bid estimates, bid tabulations and addenda)
Ensures compliance of project related activities with NTTA Project Delivery contracts, policies and procedures, including retention of NTTA intellectual property
Manages high-pressure workloads, including deadlines, stakeholder interactions, and competing priorities. Ability to cope with job related stress including but not limited to deadlines, customer, supervisory and staff interactions, multi-tasking and high work volumes is required
Required to respond to emails and phone calls received outside of normal business hours when necessary to support project needs
Qualification
Required
Master's degree
At least 20 years' experience, technical and people management
Valid driver's license
Texas Professional Engineer (PE) license
Ability to obtain Texas Professional Engineer (PE) license within 6 months of hire
Preferred
Contract/ legal experience or license
