Manager of Procurement, Construction & Architectural/Engineering (DOT Procurement Manager I)
NEOGOV is part of the Maryland Department of Transportation and is seeking a motivated procurement manager for the Maryland Port Administration. The role involves managing the Construction & Architectural/Engineering Unit, overseeing procurement processes, and ensuring compliance with contract administration and vendor performance.

Responsibilities
Assists the Deputy Director in the development, implementation, and oversight of the procurement of construction, construction related services, and Architectural/Engineering services
Supervises Construction and Architectural/Engineering subordinate staff, which includes training, reviewing, and evaluating the activities, review and approval/disapproval of leave requests; performance evaluations; discipline; and other personnel matters
Monitors contract administration and vendor performance; resolve or supervise the resolution of conflicts and disputes with vendors/contractors; recommend and execute necessary action, including contract termination; resolve payments issues
Plans, coordinates, and implements all phases of the procurement process starting from the solicitation to final execution of the contract award which includes the development and individual procurement strategy for each procurement. This includes the determination of the procurement method, scheduling, planning, development of specifications, negotiations, verification of legal sufficiency, development of contract agreements, recommendation of Small Business Reserve (SBR) designation, Minority Business Enterprise (MBE) and Veteran Owned Small Business Enterprise (VSBE) participation, and health and safety plan and insurance requirements in coordination with the MPA Risk Management Office
Directs the development of contract specifications, contract modifications, and contract renewals, solicitations, addenda, sole source justifications, procurement officer determinations and decisions
Qualification
Required
Possession of a Bachelor's degree from an accredited college or university
Four (4) years of professional public sector procurement, or private sector contracting experience, which includes activities such as soliciting, evaluating, negotiating and awarding contracts, advertising procurement opportunities, distributing specifications to vendors, coordinating bidder evaluation committees, conducting vendor debriefings, monitoring contract performance, eProcurement management, professional certification or procurement business operations
Employees in this classification are assigned duties which require the operation of a motor vehicle. Employees will be required to possess a motor vehicle operator's license valid in the State of Maryland
Employees in this classification will be required to obtain and maintain a Transportation Worker Identification Credential (TWIC) to gain unescorted access to Maryland Port Administration facilities
