Operations Deputy Water Services Director
The City of Phoenix is the fifth largest city in the United States, operating one of the largest water utilities. They are seeking experienced Deputy Water Services Directors to oversee various divisions, managing budgets and personnel while ensuring the delivery of safe and reliable drinking water and wastewater services.

Responsibilities
Oversee 140 employees and an annual operating budget of $23M for the Water Meter Division
Responsible for the Department’s meter asset inventory, the maintenance and reading of over 445,000 meters, installation of new meters, water theft investigations, and implementation of the meter replacement and automatic meter reading program
Manage the maintenance and repair of over 7,000 miles of water distribution main lines, 403,700 water service connections, over 169,000 valves and 57,000 fire hydrants in the Water Distribution Division
Responsible for the maintenance, repair and operation of 5,000 miles of piping infrastructure, over 28 lift stations and odor control facilities, and 120,000 manholes and cleanouts in the Wastewater Collection Division
Responsible for the overall management and leadership of their Division including work assignments, budgeting, and resolving personnel issues
Qualification
Required
Five years of responsible experience in a water and/or wastewater utility; water resource administration, planning, and conservation; or water and/or wastewater engineering
Three years of experience supervising professional-level staff in a utility
Bachelor's degree in civil or sanitary engineering, environmental, chemistry, or a related field
Other combinations of experience and education that meet the minimum requirements may be substituted
Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage
For the Water Distribution Division, the candidate must hold an ADEQ grade 4 in Water Distribution within 12 months of hire
For the Wastewater Collection Division, the candidate must hold an ADEQ grade 4 in Wastewater Collection within 12 months of hire
Appropriate certification must be maintained as a condition of employment in this classification
If you possess certification from another state or jurisdiction, please contact the ADEQ for Arizona Request for Operator Certification Reciprocity procedures and certification equivalency
Preferred
Experience managing multidisciplinary teams, including professional, technical, trades, and administrative staff
Experience in strategic planning for infrastructure, equipment, and facility needs in a utility or public works environment
Experience analyzing information to evaluate operational data, optimize cost-effectiveness, and support data-driven decision-making
Experience with cross-departmental collaboration, leading special projects, and engaging with executive leadership and elected officials
