Responsibilities

Plan, direct, manage, and oversee the daily operations of the Facilities and Services department
Lead the development and implementation of departmental goals, objectives, policies, and procedures to meet legal requirements and County needs
Develop long- and short-range strategic plans to meet evolving service demands and regional development goals
Ensure departmental goals, objectives, and initiatives are strategically aligned with the County's overall mission and strategic plan
Provide input to senior leadership to enhance service quality and contribute to interdepartmental collaboration as part of the County’s management team
Represent the department to committees, boards, advisory commissions, the County Commission, and the public; deliver presentations and respond to inquiries
Provide leadership and guidance to staff, including assignment of work, training, supervision, and professional development
Administer personnel policies and procedures; conduct interviews, performance evaluations, coaching, counseling, and disciplinary actions as needed
Oversee performance management processes and ensure a healthy and safe work environment
Promote a culture of continuous professional development by ensuring employees maintain current certifications and pursue new, relevant credentials
Establish and maintain succession planning processes to evaluate key positions and develop readiness plans
Prepare, monitor, and manage departmental budgets; approve expenditures and ensure operations remain within appropriations
Develop and negotiate agreements and contracts; monitor compliance and performance to ensure obligations are met
Monitor and evaluate the efficiency and effectiveness of service delivery; identifies opportunities for improvement and directs the implementation of change
Conduct research and analysis; prepare studies, reports, and recommendations to support operational and strategic decisions
Design, administer, and evaluate departmental programs and services; ensure procedural and legal compliance
Oversee grant management, including identifying funding opportunities, coordinating application submissions, ensuring compliance with grant requirements, and monitoring performance and financial reporting to maximize funding impact and accountability
Coordinate departmental activities with other County departments and external agencies on projects of mutual interest (i.e. ICIP)
Proactively engage with residents, vendors, contractors, consultants, and elected officials to provide information and resolve concerns
Monitor and evaluate legislative and regulatory activity; recommend and implement changes to ensure compliance
Ensure departmental operations meet or exceed all applicable federal and state regulations, particularly relating to public water distribution and wastewater collection systems
Maintain accurate and compliant records as required by law or policy
May approve report submittals on behalf of the county
Provide executive oversight for facilities compliance with accessibility, life-safety, and building code requirements, including Americans with Disabilities Act (ADA) standards, to ensure safe and inclusive County facilities
Collaborate with the Office of Emergency Management and other stakeholders to establish, maintain, and evaluate emergency preparedness, evacuation, and continuity procedures for County facilities
Lead strategic planning efforts related to facilities development, space utilization, and capital investments, including participation in site selection, acquisition, and long-range facilities planning
Serve as a subject matter resource to elected officials, department directors, and senior leadership on facilities planning, renovation, and capital improvement initiatives, including scope development, feasibility considerations, and long-term operational impacts
Provide strategic oversight of design and construction coordination to ensure new and renovated facilities meet functional requirements, operational needs, regulatory standards, and budgetary constraints
Provide executive oversight for the planning, operation, maintenance, renovation, and capital improvement of assigned County-owned facilities, buildings, grounds, and parks
Establish standards, priorities, and performance measures for facilities maintenance, safety, and lifecycle management
Other duties as assigned. Required to be on-call for emergency repairs and alarm calls, including nights, weekends, and holidays. Respond to, investigate emergency calls, and take necessary steps to prevent damage or loss of property

Required

Bachelor's degree from an accredited college or university in civil engineering, architecture, project management, construction, strategic planning or a related field
Eight (8) years of increasingly responsible experience in facilities maintenance, construction, and/or building/facility design
a minimum of four (4) years of supervisory experience
Valid driver's license
Must maintain a valid driver's license and an acceptable driving record in accordance with County policy
Must pass pre-employment background check and driving record check

General Building (GB98) contractor license
certified professional engineering (PE)
Sustainability Facility Professional
Facility Management Professional (FMP)
Certified Energy Manager (CEM)
Project Management Professional (PMP)
Certified Facility Manager (CFM) strongly desired
