SENIOR EMPLOYEE AND LABOR RELATIONS REPRESENTATIVE

The Senior Employee and Labor Relations Representative will perform complex employee and labor relations work, providing timely resolution to grievances and advising management on labor-related policies.

Responsibilities

Advises Metro management regarding contract interpretations and application of employee relations related policies
Advises Metro management regarding appropriate personnel actions to be taken, including disciplinary actions
Conducts hearings for grievances and disciplinary appeals, writes responses, and negotiates settlements
Confers with Union representatives and management to resolve employee relations issues
Researches, analyses, and responds to non-represented and represented grievances
Researches and analyzes cases for arbitration (expedited and formal) and mediations
Develops and prepares contract proposals and contract language
Negotiates, prepares, analyzes, and interprets settlements and side letters of agreement
Serves as negotiator for smaller bargaining units, and serves as a member of negotiating team for major bargaining units
Conducts cost analyses of management and union contract proposals
Prepares written and oral reports on negotiations and employee relations issues and presents to Metro management, the Board of Directors, and outside agencies
Develops and conducts supervisor and management training programs

Required

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position
Bachelor's Degree in Industrial Relations, Business, Law, or a related field
Three years of relevant experience performing employee relations work; some positions in this class may require specialized experience in area of assignment
A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions

Preferred

Experience working in a unionized environment
Experience supporting management in a public agency to resolve labor issues
Experience working with union officials
