Responsibilities
Manage all functions of the Transportation Systems Management & Operations within the Transportation Mobility & Safety Division
Direct the Section Heads in all pre-construction activities to provide plans, specifications, and estimates for TIP, Spot Safety and High Hazard Elimination highway contract and State forces construction projects
Establish the policy, procedures, and standards for design, maintenance, and operations of ITS and Signals
Develop engineering plans, specifications, and estimates for ITS and Signals
Oversee many programs including Signal Maintenance, Incident Management Assistance Patrol (IMAP), Traffic Incident Management, Traffic Management Centers, and Traveler Information
Operate the Statewide Transportation Operations Center (STOC) and NCDOT customer service center
Manage the statewide TSMO Budget
Qualification
Required
Bachelor's degree in engineering from an appropriately accredited institution
A minimum of seven years progressive engineering experience including four years of supervisory experience
Registration as a professional engineer by the North Carolina State Board of Registration for Professional Engineers and Land Surveyors is required
Preferred
Demonstrated ability to technically oversee all services of Transportation Systems Management & Operations
Considerable knowledge of the principles and practices of civil engineering as it relates to traffic engineering, traffic signal design and operation; and ITS design & operations
Demonstrated ability to establish and maintain effective working relationships with NCDOT Highway Divisions and Preconstruction Units, local government transportation agencies, private engineering firms, and FHWA
Experience managing a technical work group; managing personnel; managing project delivery and resource management
Experience supervising permanent employees, contractors and/or consultants
