Responsibilities

Supervise and mentor IT support and infrastructure staff, promoting a culture of accountability, service excellence, and professional development
Manage day-to-day IT operations, ensuring timely resolution of incidents, support tickets, and infrastructure tasks
Coordinate efforts to support business continuity and technology alignment
Foster a collaborative and customer-focused team environment
Oversee the administration and optimization of Microsoft 365 services including Exchange Online, SharePoint, Teams, and Intune
Manage user provisioning, licensing, and security configurations in alignment with organizational policies
Familiarity with VMware vSphere environments, including virtual servers, storage, and networking to ensure high availability, performance, and disaster recovery readiness of virtual infrastructure
Familiarity with SQL Server and other enterprise databases to ensure high availability and performance while maintaining data integrity and supporting business operations
Support and manage system integrations using SOAP and REST APIs to enhance interoperability between platforms and streamline workflows
Collaborate with developers and vendors to troubleshoot and optimize API-based services
Lead and deliver IT projects from initiation through closure, ensuring scope, schedule, and budget alignment
Coordinate with stakeholders to define requirements, manage risks, and track deliverables
Implement and enforce IT security policies and best practices
Ensure compliance with industry standards and regulatory requirements
Assists the Information Technology Services Manager and may fulfill that role in the absence of the Manager
Serves as part of the initiative team to improve processes and controls
Perform additional duties as assigned

Required

Graduation from an accredited four (4) year college with major coursework in computer science, information systems, or a closely related field
Five (5) years of experience of application systems design, programming and analysis at a level equivalent to FPUA's Systems Analyst/Architect
Three (3) years of lead or supervisory experience in a large or mid-sized organization administering a departmental programming applications system
Ability to incorporate and employ on a continuous basis: initiate change, creativity, collaboration, pride, and accountability
Solid understanding of cybersecurity principles and IT compliance standards
Proven experience managing IT projects and leading cross-functional teams
Ability to effectively communicate both orally and in writing
Thorough knowledge of principles, practices and techniques of information systems applications programming design, evaluation and analysis
Knowledge of administrative principles and methods, including goal setting, project development and implementation and employee supervision, team building practices and conflict resolution techniques
Knowledge of computer hardware, network structures and application systems necessary to support departmental and utility-wide administrative operations
Ability to plan, organize, administer, review and evaluate application systems development and technical staff activities
Ability to develop, interpret and implement goals, objectives, policies, procedures, work standards and internal controls
Skilled in analyzing complex problems, evaluating alternatives and making sound recommendations and decisions
Ability to interpret and apply policies and procedures
Ability to represent the department effectively in meetings
Ability to exercise sound independent judgment within general policy guidelines
Ability to react to change productively and to handle other tasks as assigned
Ability to prepare clear, concise and complete reports
Ability to establish and maintain effective working relationships with those contacted in the course of work

Preferred

The following certifications are desired: PMP, CISA and CompTIA Security+

VACATION: Accrual for Regular Employees: 0 through 5 years 12 days/year (96 hrs), 6 through 10 years 14 days/year (112 hrs), 11 through 15 years 17 days/year (136 hrs), 16 through 19 years 20 days/year (160 hrs), More than 20 years 23 days/year (184 hrs)
SICK: Accrual for All Regular Employees: 3.70 hours/pay period (96 hrs)

HEALTH INSURANCE: Effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays most of employee premium and 71% of the dependent premium.
DENTAL INSURANCE – Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium and 60% of the dependent premium.
VISION – Becomes effective for employees and dependents on the first day of the month following completion of 30 days continuous service. FPUA pays 100% of employee premium eye care coverage for employees and a portion for their family members, including eye exams, glasses, contact lenses, etc.
LIFE INSURANCE – TERM (EMPLOYEES ONLY) – Life insurance and accidental death and dismemberment policy equal to 1x employee's annual salary. Employees may also purchase, on a voluntary basis, additional life insurance through payroll deduction in $10,000 increments up to $100,000.
LONG TERM DISABILITY – Employees out for more than 90 days due to a disabling injury or illness will receive 60% of wage, up to $4,500 per month.
