Responsibilities

Drive continuous improvement in safety performance through direct oversight of field activities, administration of effective efficiency testing, and taking a leadership role in the development of work plans. The successful candidate will lead by example in the safety arena and be a constant presence in the field where and when the work happens
Provide technical expertise to ensure all work is performed in accordance with relevant standard, specifications, and guidelines
Direct, plan, and implement projects and long-term programs to maintain the infrastructure in a state-of-good repair. Establish the production goals for the unit to ensure completion of the planned scope of work on time and within budget
Plan and monitor the daily/weekly work plans to ensure proper prioritization of work, efficient utilization of limited resources (track usage, force account, equipment, etc.) to ensure all aspects of the infrastructure meet or exceed current Amtrak standards and comply with all relevant regulatory requirements and standards, and ensure all projects stay on schedule and within budget
Assist Production leadership in the development and continuous improvement of work methods and procedures that increase efficiency and drive improvement in the safety and reliability of the infrastructure and overall operation
Oversee all administrative activities of the Production unit including, but not limited to, payroll and time-entry management, workforce scheduling, operating and capital budgeting, safety management, etc

Required

Bachelor's degree required or equivalent combination of training, education and relevant experience may be considered in lieu of a degree
7 or more years of prior relevant experience required
Qualified, or capable of qualifying, in MW-1000, NORAC, RWP, AMT-2, and applicable FRA Rules and Regulations
Demonstrated experience as a safety leader in a railroad, transit, or other safety-critical environment
Demonstrated experience successfully supervising and leading an agreement workforce
Proficient in the Microsoft Office Suite of tools (or equivalent)
Knowledge of railroad operations and maintenance/construction processes and procedures
Familiarity with Maximo (or similar work and asset management software) and timekeeping solutions employed in a unionized environment
Ability to lead and oversee the inspection, testing, maintenance, and construction of track assets in accordance with FRA and/or railroad regulations and policies
Ability to communicate effectively with employees and customers at all levels

Preferred

9 or more years of relevant work experience
Experience in Project Management, Program Management, Work and Asset Management
