Responsibilities

Lead review and consolidation of program baselines, spend plans, and budget submissions at directorate and enterprise levels
Conduct cross-program resource analyses to assess impacts, identify trade-offs, and develop alternatives for senior leadership
Draft and refine budget estimates, funding requirements, and operating guidance for major acquisition initiatives
Coordinate Intelligence Program Budget Submission (IPBS) and Congressional Budget Justification Book (CBJB) development
Maintain multi-year budget tracks ensuring alignment with strategic goals and resource constraints
Monitor and analyze obligation and expenditure of funds across multiple appropriations (RDT&E, Procurement, O&M)
Review and reconcile financial data across IC financial management systems ensuring accuracy and auditability
Assess funding impacts on program schedules, recommending corrective actions for emerging resource challenges
Track execution against approved plans, identifying variances and trends requiring management attention
Support year-end closeout activities including obligation reviews and prior-year fund management
Apply DoD 5000 series, Intelligence Community Directives, and agency-specific acquisition procedures
Provide financial policy guidance incorporating Congressional mandates and OMB guidance
Ensure compliance with Anti-Deficiency Act, appropriations law, and federal financial regulations
Apply Earned Value Management (EVM) principles to assess program health and performance
Support acquisition milestone reviews and decision memoranda with rigorous financial analysis
Perform trend analysis, cost modeling, and what-if scenarios across multiple data sources
Develop decision briefs, issue papers, and talking points for senior leadership
Present recommendations to resolve cross-program resource issues
Translate complex financial data into clear, actionable insights for diverse audiences
Collaborate across program offices, oversight organizations, and Congressional staff

Required

Active TS/SCI clearance with current CI polygraph
U.S. citizenship required
Bachelor's degree in Finance, Accounting, Business, Economics, Engineering, or related analytical field
Minimum 3 years in program control, financial analysis, or acquisition management within DoD or Intelligence Community
Proven experience managing budgets for complex programs exceeding $10M annually
Strong knowledge of DoD/IC budgetary principles and PPBE (Planning, Programming, Budgeting, Execution) process
Working knowledge of appropriations law, OMB Circular A-11, and DoD Financial Management Regulation
Proficiency in cost analysis methodologies including trend analysis, forecasting, and financial modeling
Experience with Earned Value Management (EVM) in acquisition environments
Advanced Microsoft Excel skills (pivot tables, VLOOKUP, macros, complex formulas)

Preferred

2+ years supporting Intelligence Community programs and mission areas
Experience with IC financial systems (FIRST, NEXT, IRIS, or similar)
Professional certification: CGFM, CDFM, PMP, or CCEA
Master's degree in relevant field
Experience with Congressional Budget Justification development
Knowledge of National Intelligence Program (NIP) and Military Intelligence Program (MIP)
Software acquisition and Agile/DevSecOps budget planning experience
Business intelligence tools experience (Tableau, Power BI, Cognos)
