Licensed Pharmacist - Outpatient Pharmacy Supervisor

The VA Central Texas Health Care System is seeking a Licensed Pharmacist to serve as the supervisory pharmacist in charge of the Outpatient Pharmacy Section. Responsibilities

Furnishes administrative and technical supervision to GS-11 and GS-12 pharmacists and other supportive personnel assigned to the Outpatient Section
Schedules workload and integrates the work of the outpatient area with the overall pharmacy program
Gathers data to be used in operational reports, budget analysis, and forecasting
Maintains stock control and insures that drug stocks are on hand in sufficient quantities to meet demand
Assists the Chief, Pharmacy Service in budget forecasting and analysis by furnishing information regarding physicians' prescribing habits, trends in drug use, and other factors that may affect drug use
Ensures periodic inspection of drug storage areas in all areas of the medical center in accordance with JCAHO and other medical center requirements or directives
Participates actively in pharmacy quality assurance activities by providing data for Drug Use Evaluations (DUE), and controlling the quality of outpatient pharmacy services
Performs reviews of outpatient quality functions in accordance with pharmacy quality assurance procedures and submits written status reports
Ensures the timely performance of a satisfactory quantity of work by outpatient pharmacy section personnel
Responsible for the quality of all work performed within outpatient pharmacy section
This includes, but is not limited to, Planning, setting, priorities, and scheduling necessary staff for the completion of the work, making assignments based on priorities of work and considering the capabilities of the individual employees, evaluating the performance of assigned personnel, giving advice or instructing employees on both administrative and work-related matters, interviewing candidates and making recommendations for appointment, promotion, or reassignment, hearing and resolving complaints from employees, but referring group grievances and more serious complaints not resolved to the Chief, Pharmacy Service, effecting minor disciplinary measures such as warnings and counseling and recommending action in more serious cases, identifying developmental and training needs of employees and providing or making provisions for such
Responsible for the completion of the environmental aspect/impact analysis in collaboration with the GEMS Coordinator, for effective implementation of the operational strategies developed through the GEMS program to ensure regulatory compliance, and for improving environmental performance within his (her) service. Also, shall consider environmentally preferable and recycled products in all purchasing decisions
Supervises and is responsible for the proper and timely filling of prescriptions, for both inpatients and outpatients
Assures that employees involved in the prescription filling processes are properly trained and comply with all applicable regulations
Supervises and is responsible for counseling outpatients visiting the Outpatient and Mental Hygiene Clinics
Assures that proper documentation is maintained to comply with JCAHO requirements
Supervises and is responsible for reviewing new prescriptions and medication profiles for patients submitting new prescriptions
Provides guidance and instruction on drug duplications, non-formulary requests, patient eligibilities, fee basis requirements, and many other topics
Resolves patient complaints by personally talking with the patient or patient representative, telephone contacts and/or by written letters
Works closely with the staff of numerous nursing homes, patient sponsors, veteran service officers, social workers, and others
Consults with physicians, nurses, and patients on the chemical and physical properties and the physiological, pharmacological, and therapeutic actions of the full range of drugs
Participates in research programs requiring the administration of drugs, including providing the drug, information concerning the drug dosage, actions, side effects, etc
Provides or coordinates in-service programs on drugs and drug therapy to pharmacists and other medical center personnel
Gives guidance and instruction to pharmacy technicians
Executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex home health care
Gives advice, written counsel, provides oversight and instruction to HBPC personnel on work and administrative matters in accordance with policy

Required

U.S. Citizenship
Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree
Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia
Pharmacists must be proficient in spoken and written English
1 year of experience equivalent to the next lower grade level (GS-12)
Ability to effectively supervise subordinate staff
Ability to communicate orally and in writing to persuade and influence clinical and management decisions
Expert understanding of regulatory and quality standards pertaining to pharmacy
Skill in managing people or programs

Preferred

>3 years supervisory or lead pharmacist experience
Knowledge and experience of outpatient pharmacy operations including regulatory standards, and pharmacy automation
Supervision of at least 10 employees covering multiple shifts
Experience with customer service, service recovery, and program monitoring for customer satisfaction
Extensive knowledge of VA productivity standards, pharmacy directives, labor mapping, and reports
Knowledge and experience with patient safety programs (JC NPSG, JPSR reviews, VADERS, etc.)
