Responsibilities

Serve as the primary technical point of contact for SOC staff regarding all supported applications, hardware/software troubleshooting, and connectivity issues
Provide on-site support for mission-critical SOC applications
Independently troubleshoot, resolve, and document technical incidents; escalate to specialized IT teams only when a resolution is beyond the scope of this role
Mentor, guide, and provide day-to-day management to the Applications Administrator II, ensuring consistent SOC support coverage and professional development
Independently administer all SOC-related applications, including installation, configuration, upgrades, and integration
Maintain Windows servers and perform on-premises application updates and patching
Manage application security, including SSL certificate installation, renewal, access controls, and firewall coordination
Identify, evaluate, analyze, and recommend changes to SOC applications, including ongoing production maintenance and troubleshooting
Supports the planning, design, development, build and/or configuration of SOC applications
Evaluate project requests for application changes/upgrades, conducting current state assessments, requirements gathering and definition, future state design and application build activities
Oversee conversions, application testing and documentation of application procedures, participates and provides input in training design and development and assists in training execution related to assigned projects; provides go-live support, and serves as primary point of contact for on-going production maintenance/support and troubleshooting
Support browser, radio communication software, and MS 365 issues impacting SOC applications
Develop and maintain custom queries, reports, and dashboards to meet SOC operational and management needs
Use IT Incident, Problem, and Change Management processes to document, track, and resolve issues
Coordinate software and hardware patches, service packs, and upgrades with SOC operations and IT
Support IT during disaster recovery drills, failover testing, and system outages
Stay current on application infrastructure, cloud/SaaS solutions, and security requirements
Partner with SOC leadership and IT to evaluate new tools and applications that support evolving business and safety needs
Translate SOC business requirements into technical solutions, validate them with stakeholders, and operationalize delivery
Manage small-scale projects related to SOC applications (e.g., feature enhancements, integrations, migrations)
Provide documentation, training input, and go-live support for new systems or upgrades
Build trust and deliver effective support for mission-critical SOC operations
Explain complex technical concepts clearly to both technical and non-technical audiences
Support and guide junior staff while modeling best practices
Anticipate, diagnose, and resolve issues efficiently and independently
Manage shifting priorities and unexpected challenges in a 24/7 operational environment
Proactively take initiative and ownership of SOC application environments
Exercise sound judgment, people-awareness, and situational awareness in SOC operations

Required

Associate's degree in Information Technology (IT), Computer Science, or related field (or equivalent work experience)
5–7 years of professional experience in IT application support or administration
Demonstrated experience with on-premises enterprise applications (COTS or custom-built)
Demonstrated experience with SaaS enterprise applications
Demonstrated experience with Windows Server administration, SQL, scripting, and Active Directory/Microsoft Entra ID
Demonstrated experience with SSL certificate setup/installation/maintenance and firewall coordination
Demonstrated experience with Microsoft 365 suite
Strong troubleshooting skills with the ability to independently resolve technical issues
Excellent written and verbal communication skills with the ability to interact effectively with SOC staff, IT peers, and management

Preferred

Bachelor's degree in Computer Science, MIS, Information Systems, or a related field
Prior experience supporting 24/7 operations centers, public safety, transportation, or tolling environments
Familiarity with dispatch, incident management, or traffic management systems
Project management or ITIL certification
