Responsibilities

Exercises supervisory personnel management responsibilities for personnel assigned to an element of the Operations Directorate
Develops or directs development of new or changed internal operating procedures and/or policies as determined necessary
Formulates internal policy for implementation of annual and mid-range program plans, budgets, and unique methods of projecting cost
Provides guidance, direction, coordination, and supervision over program and project resource requirements, memoranda of agreement with other commands, cost estimates and cost analysis
Serves as expert, consultant, and authority to key personnel of other government agencies for financial management programs, requirements, and other related activities

Required

Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation
Three year trial/probationary period may be required
One-year supervisory probationary period required. A one-year probationary period is required if the selectee has not previously met this requirement
Must successfully pass urinalysis screening for illegal drug use prior to appointment and periodically thereafter according to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program
The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime
Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft up to 10% of the time
The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counterintelligence scope polygraph exam
The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1
In order to qualify, you must meet the education requirements described below
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social)
You will receive credit for all qualifying experience, including volunteer experience
Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application
Your resume must describe one-year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position
Such experience is typically in or directly related to the work of the position to be filled
Specialized experience would be demonstrated by planning work to be accomplished by subordinates, sets and adjusts short-term priorities, and prepares schedules for completion of work
Planning, managing, and facilitating the branch's performance of assigned functions and tasks, including integrating these efforts and activities with those of other organizations
Advising command leadership teams and other senior-level authorities on issues within the assigned area of responsibility
Planning and directing budget formulation and resource projection operations
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted
If you are a current federal career/career-conditional employee, you will be placed on an excepted appointment
Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration
You will be required to provide proof of U.S. Citizenship
Direct Deposit of Pay is required
Must be able to obtain and maintain a TOP SECRET / SCI security clearance
Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees
As a supervisor, you must comply with the Army Civilian Education System (CES) course and timeline requirements
The Supervisory Development Course (SDC) must be completed within one year of placement into a supervisory position and then completed as a refresher course every three years

Preferred

A Level One DAWIA certification in business or program management is highly desirable
