Responsibilities
You will be responsible for defining and prioritizing the product backlog to deliver a wide array of PEO Digital information technology services to the Department of Navy enterprise, ensuring alignment with customer needs and business objectives
You will work with all subordinates' personnel in developing reasonable performance goals which both enhance/challenge individual professional
You will closely with subordinate personnel towards meeting individual performance thresholds and seeks to challenge employees through assignments that require independent initiative and long-term planning
You will hear and resolves employee complaints, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager
You will manage the Product Backlog: Define, prioritize, and manage the ART backlog, ensuring it aligns with customer needs and business goals, utilizing Scaled Agile Framework (SAFe) methodologies
You will lead and facilitate PI Planning sessions, ensuring alignment and commitment across the ART
You will decompose Epics into Features and Features into Stories, ensuring they are actionable and testable
You will develop and maintain the product roadmap, aligning it with the strategic vision and market needs
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326

Generally, current federal employees applying for APS jobs must serve at least one year at the next lower grade level
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
Successful completion of a pre-employment drug test (including marijuana) is required
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band DP-03 in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: Prioritizing The Agile Release Train Product Manager (ART PdM) methodologies by fostering innovation, managing risks, and/or promoting continuous improvement across operational communities
