Responsibilities

Supervise and lead the Floating Plant Section, overseeing personnel, workload prioritization, and daily operations
Serve as Project Manager for HRD and POD programs, managing scope, schedule, funding, and performance
Oversee the operation, maintenance, and repair of approximately 12 floating plant assets, including survey vessels, crane barges, and patrol boats, as well as associated pier facilities
Serve as Asset Manager for floating plant and equipment; implement the Maintenance Management Improvement Plan (MMIP) and manage maintenance activities in FEMS
Provide technical oversight of vessel maintenance and repair, including surveys, development of repair scopes, shipyard oversight, and application of U.S. Coast Guard, ABS, ASTM, and industry standards
Prepare and manage budgets, work orders, and funding documentation; monitor execution and address variances
Manage the District’s Wreck Removal and Hazards to Navigation Program, coordinating closely with the U.S. Coast Guard, Regulatory Branch, and Office of Counsel to ensure rapid response and regulatory compliance
Serve as Contracting Officer’s Representative (COR) for Master Ship Repair Contracts, ensuring quality, cost control, and contract compliance
Represent navigation support projects at Project Review Boards and District-Division meetings; prepare concise technical and management reports as required

Required

Supervisory position leads the Floating Plant Section within the Navigation Support Branch
Responsible for the planning, execution, and sustainment of the Norfolk District's floating plant fleet
Serves as Project Manager for the Hampton Roads Drift (HRD) and Prevention of Obstructive Deposits (POD) Operations & Maintenance projects
Provides technical and managerial oversight for floating plant assets, maintenance programs, budgets, contracts, and hazard response activities
Combines engineering judgment, asset management, and operational leadership in a fast-paced maritime environment
Supervise and lead the Floating Plant Section, overseeing personnel, workload prioritization, and daily operations
Serve as Project Manager for HRD and POD programs, managing scope, schedule, funding, and performance

Incumbent will comply with safety regulations, occupational safety and health standards, and other safety directives and orders
Incumbent of this position must be enrolled in the Hearing Conservation Program and must undergo pre-employment, annual and pre-termination audiograms
Relocation or extended temporary duty may be required within the state of Virginia to respond to emergencies

Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment

This position is subject to a pre-employment drug screening, and random testing thereafter
The incumbent is required to file an OGE Form 450, Financial Disclosure Report upon entering on duty in this position and annually thereafter
This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time
Visiting job sites requires working outdoors
This position requires that the incumbent possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or its possessions to operate vehicles
