Chief Hearing Examiner *******REPOST******* Program Manager Senior I
The State of Maryland is implementing the Family and Medical Leave Insurance (FAMLI) program, which supports paid time off for medical and family reasons. The Chief Hearing Officer will oversee Hearing Officers, ensure fair and timely hearings, and manage operational strategies for administrative hearings within the Appeals Unit.

Responsibilities
Oversees the administration of hearings for all FAMLI appeals. Ensures the accuracy, quality, and timeliness of decisions made by Hearing Examiners
Analyzes complex cases and makes final decisions or recommendations or their resolution, ensuring compliance with relevant laws and policies
Provides ongoing training and professional development for Hearing Officers, Clerks, and other team members to ensure effective operations within the Appeals Unit
Develop and implement processes and forms for administrative hearings
Work with the Director of Appeals and the Digital Services team to improve and implement the Case Management System, ensuring efficient management of hearings
Identify opportunities to improve quality and consistency in decision writing
Ensure adherence to legal standards and regulations. Maintain a comprehensive understanding of administrative law and hearing procedures to ensure that all hearings are conducted in compliance with Maryland State law and relevant guidelines
Qualification
Required
A Juris Doctor or equivalent degree from an accredited law school
Candidates for positions in this classification must be members of the Maryland Bar
(1) 6 years of experience as a hearing examiner in any administrative, criminal, or civil proceedings with 2 years of experience in a supervisory role OR (2) 2 years of legal experience + 4 years as a hearing examiner in paid leave, UI, workers compensation, or any other benefits administration program
Strong verbal and written communication skills, with the ability to communicate complex information clearly
Preferred
Experience in paid leave, UI, workers compensation, or any other benefits administration program is preferred
Experience supervision other hearing officers is preferred
Experience standing up new government programs is preferred
