Recruitment Program Analyst

Responsibilities

Supports a full range of recruitment and staffing activities, including preparing recruitment packages, job postings, and requisitions
Initiates and tracks position requisitions and approvals in NEOGOV or similar applicant tracking systems
Reviews applicant lists to verify minimum qualifications and assist with the development of eligible candidate lists
Responds to applicant inquiries regarding job opportunities, application procedures, and employment processes (written, phone, and in-person)
Assists in preparing recruitment waiver requests for backfills, reallocations, and new position creation
Prepares salary recommendation packages and drafts official offer letters
Drafts correspondence and reports related to employee transfers, temporary assignments, and reassignments
Assists with new hire orientation, including preparing materials, coordinating logistics, and ensuring completion of required documentation
Coordinates recruitment and selection activities for seasonal and temporary employees
Tracks and maintains accurate records and reports for seasonal workforce hiring
Assists with administration of the Family and Medical Leave Act (FMLA) program
Prepares FMLA request packets and follows up with employees on documentation, deadlines, and approvals
Tracks FMLA usage, extensions, and expiration dates to ensure compliance
Submits approved FMLA documentation to central HR or leave management offices
Maintains FMLA records and applies appropriate leave coding in timekeeping systems
Prepares and maintains routine and special FMLA-related reports
Maintains recruitment and personnel files in accordance with records management and confidentiality requirements
Reviews new hire files to ensure completeness, accuracy, and compliance with policies and regulations
Organizes and maintains HR records, both electronic and paper, for easy retrieval and audit readiness
Maintains libraries of job descriptions, class specifications, and salary analysis documents
Supports automated and manual human resources recordkeeping systems
Participates as an essential employee in emergency operations such as snow and ice control program
Performs other related human resources and administrative duties as assigned

Required

Bachelor's degree from an accredited college or university in the Human Resources/Personnel Management, Organizational Development, Business/Public Management, Psychology, or closely related field
Possess and maintain a valid driver's license

Preferred

Knowledge of the following applications: Microsoft Office Applications (Outlook, Teams, Word, Excel, etc.), SAP, Kronos, NEOGOV
Knowledge and Principles of confidential records and file maintenance
Knowledge, Principles and practices of effective customer service techniques
Knowledge of Federal and State laws, rules, and regulations relating to employment practices
