Engineering Technician (Land Surveying)

The City of Bloomington is seeking an individual to provide manual and technical field support performing a variety of surveying functions. This role involves inspecting construction projects, maintaining accurate records, and coordinating with various city departments on infrastructure and surveying tasks.

Inspects construction on all types of infrastructure projects to ensure that construction is done consistent with specifications, special provisions, and plans. Inspections involve a variety of moderately difficult projects
Enforces practices/policies outlined in City Code or other documentation (noise ordinance, erosion control, etc.)
Maintains accurate and neat construction diary, as-built drawings, survey notes (electronic and hand written) and other necessary records
Oversees material testing conducted by contractors and consultant testing companies conformance with specifications
Prepares pre-design layouts, detailed plans and estimated quantities using AutoCAD and MS Excel
Tabulates quantities for timely payments to contractors on projects for services completed using One Office and MS Excel software
Contacts property owners affected by construction to explain projects and answer any questions about schedules and other matters that impact the owner's property. Insures required access to property and traffic control functions
Prepares plats, maps, construction plans, and other miscellaneous drawings
Translates and understands as-builts and other recorded field data
Operates G.I.S. software to input as-builts and other recorded data
Develop and manage fiber optic projects for signal and ITS projects
Coordinate with other city and outside agency staff on fiber optic systems, hardware, software and information security issues
Works with other City staff to ensure coordination of design and assignment of staff to complete projects
Participates in pre-construction conferences to ensure a thorough understanding of signal and traffic items for construction projects and a smooth scheduling of work for completion consistent with the schedule
Directs and participates in the preparation of construction cost estimates
Manage and execute contracts with outside firms
Serve as Project Engineer and Project Manager as assigned
Performs related work as apparent or assigned
Performs a variety of survey functions including topographic surveys, property surveys and construction staking and police surveys (either during work hours or after hours as needed)
Performs as crew chief on the survey crew, as assigned
Ensures drainage is properly maintained for all curb staking
Assists with private development review, permitting and coordination
Performs traffic counts, noise studies and compilation of traffic data
Assists in signing and traffic control layouts
Assists in signal and stop sign warrant analysis
Assists in ROW surface permitting, including 5G installations
Assists or manages the traffic counting program
Assists senior engineering technician or engineer in compiling input data for storm water modeling, monitoring or other computer applications
Assists with wetland delineations
Coordinates and performs erosion control inspections for private development and redevelopment projects within the City
Assists in implementation of the programs as outlined in the CSWMP, WPMP, and SWPPP
Assist with updating and implementing the City’s SWPPP education program
Assist with the calculation of special assessments
Assist with the right of way acquisition and easement document preparation
Assist with records management and maintenance
Assist Survey Section with survey office work
Assist with State Aid reporting (mileage, maps, needs)
Assist land developers in providing information regarding City as-builts, requirements, and ordinances
Assist with construction project administration including but not limited to: pay estimates, certified payroll, permit applications, meeting minutes, etc
Develops and maintains up-to-date filing system to insure accurate record-keeping program
Screens telephone calls coming into area of accountability and may answer questions or transfer calls to other staff as appropriate
Processes a variety of correspondence for the Division or Department
Uses office equipment and software applications with a high degree of proficiency and may troubleshoot basic hardware and software problems
Provides leadership to support staff; may distribute both daily and special assignments
Provides support for: assessments, legal descriptions and easement, project specifications and administration ( project advertisements and communications for projects in progress
May take notes or minutes at meetings and prepare them into final form
Prepares a variety of research or reports for the division as requested
Creates comprehensive static maps and interactive web maps utilizing ESRI GIS software
Coordinates with IT GIS staff to provide technical and instructional support for GIS
Ability to review/read construction and as built drawings to create, edit, and maintain GIS data
Create, edit, and maintain the Engineering Division’s infrastructure and other data in GIS (ESRI)
Create/use GIS field applications to collect update, assign, and display various types of inspection data
Compile, convert, and export requested GIS data internally and externally
Assist in field collection of data to be incorporated into the GIS database
Provide additional GIS services as needed
Assist with maintaining, designing, and updating public website
Maintain and gather data related to property, utilities, traffic, and other engineering functions using a variety of software programs including but not limited to GIS
Provide support for Engineering Administration as needed

Required

A two year civil engineering technical school certificate/degree or a minimum three years of coursework towards a Public Works related field, like Civil Engineering, Utilities, or Sustainability
Completion of an engineering-related internship or engineering/public works work experience that includes inspection, material testing, surveying, traffic and transportation, and/or civil engineering plan preparation
Drafting experience or training
Knowledge of the ESRI platform and associated technology when hiring for a Data Management and GIS Technician
Experience working with MS Office Suite
Valid driver's license

Preferred

Bachelor's degree in Civil Engineering; or, when hiring for Property Services Technician, a Bachelor's degree in Geomatics and Mapping Sciences (or equivalent degree)
Two years of experience as an Engineering Technician or similar role, for a community of 20,000 or larger or consulting firm working with similar sized cities
Engineering related work experience in infrastructure design and construction inspection, surveying, traffic and transportation, water resources, and/or property
Municipal survey experience
Additional surveying or civil technology courses
Experience with municipal construction projects
Experience working with One Office and ArcMap
Experience working with Civil 3D or AutoCAD
Knowledge and use of ArcGIS Online and ArcGIS Portal environments
Python knowledge or similar/other programming language
Minnesota Public Works Association Certificate
Minnesota Department of Transportation Inspection Certification in Grading & Base, Erosion Control, Signal and Lighting, Bituminous, Concrete and Traffic Control Supervisor
National Society of Professional Surveyors Level III certification in Construction Surveying
Ability to speak a second language, in addition to English that has a recognized presence in the community. (Spanish, Somali, Vietnamese, Chinese Mandarin, Cambodian, etc.)
