The Florida Department of Environmental Protection is seeking a highly motivated individual to manage daily activities of the professional staff’s design functions required to manage and protect Florida's natural and cultural resources. The Design Section Leader will oversee operations, ensure strategic goals are met, and supervise the preparation of detailed drawings and specifications for state park facilities.

Responsibilities

Manage daily activities of the professional staff’s design functions required to manage and protect Florida's natural and cultural resources
Provide leadership to ensure the Section’s Strategic Plan and Goals are being met
Supervise the preparation of detailed drawings and specifications to establish standard facility plans for reuse as needed statewide to reduce construction costs, provide low maintenance facilities and speed up delivery of design and construction services
Assist in determining scope of projects, establishing priorities for preparation of detailed drawings and written specifications needed to apply for required land development, environmental and building permits
Receive competitive bids and award contracts for funded projects
Manage coordination with local governments to satisfy all zoning and health requirements; Water Management Districts, State Fire Marshal, Department of Transportation, Department of Management Services and Environmental Protection, Division of State Lands and Beaches and Coastal Systems, Water Facilities and Environmental Resources Permitting; US Army Corps of Engineers and US Coast Guard to obtain permits for construction
Direct staff coordination with Department of State, Division of Historical Resources for facility location, reconstruction and repair or rehabilitation of historic structures
Coordinate formulation of policies and standards for design to ensure timely completion and quality control of finished projects
Coordinate compliance with accessibility requirements, asbestos and lead base paint removal and appropriate building codes, including the Florida Building Code and the Florida Fire Prevention Code
Coordinate investigations of existing facilities to determine repair or renovations costs
Procure all design and construction services in accordance with all mandated Florida statutes, rules and regulations that apply to the Bureau of Design and Construction’s procurement activities

Required

Valid driver's license
Travel
At least 4 years of verifiable related experience in Architecture, Engineering or Construction related field. Post-secondary degrees may be used as an alternative for the required years of experience on a year-for-year basis. A credential evaluation report from an approved agency must be submitted along with all foreign degrees
Effective leadership tools and techniques
The principles, techniques, material and equipment used in building construction
Architecture/engineering design and construction processes, contracting, zoning, permitting requirements for construction
Leading and motivating others to achieve shared goals
Software programs
Using architecture/engineering tools, equipment and/or instruments
Successfully lead a diverse team toward common goals, plan, organize and direct program activities
Manage consultants, related personnel, and six or more directly reporting employees effectively
Understand design drawings and specifications
Communicate effectively, verbally and in writing
Develop various reports
Plan, organize and coordinate building construction program activities
Design and implement architecture/ engineering professional design services contracts
Monitor and inspect building projects
Establish and maintain effective working relationships with others
Understand and apply applicable rules, regulations, policies and procedures

Preferred

Knowledge and experience with the State of Florida procurement rules for design and construction and other commodities
Knowledge and experience in successfully supervising and managing a public entity, multi-million dollar design and construction program
Ability to maintain active Florida Professional Engineer License, Florida Architect License, or Florida General Contractors License or minimum of 10 years' experience in professional design project management, engineering, construction or related field required
Five years of supervisory experience
