Responsibilities
Prepare preliminary and final independent, detailed cost estimates for JOC and formal construction contracts managed by Maintenance and Operations to establish negotiating positions in accordance with change order procedures
Provide technical and pricing support during construction price negotiations
Prepare claim analyses and related cost estimates
Develop detailed construction cost estimates based on drawings, specifications, sketches, square footage takeoffs, and other available project documentation using standard estimating data and tools
Review contractor claims and cost proposals to evaluate merit, accuracy, and accountability
Compare independent cost estimates with contractor proposals to identify discrepancies in scope, quantities, pricing, and assumptions
Develop scopes of work based on RFI and RFC responses and independently estimate detailed costs for those scopes without reliance on contractor proposals
Perform related duties as assigned
Qualification
Required
Minimum of seven (7) years of full-time paid professional experience in construction cost estimating across all divisions for facilities or school building construction projects
Knowledge of current local construction labor rates and material costs
Extensive experience developing and estimating scopes of work for change orders
Demonstrated ability to compare independent cost estimates with contractor proposals and quickly identify differences
Ability to develop scopes of work based on RFI and RFC responses and independently estimate detailed construction costs
Excellent oral and written communication skills
Graduation from a recognized college or university with a bachelor's degree in Architecture, Engineering, or Construction Management
