Responsibilities

Plans workload, sets work priorities and deadlines, coordinates work operations, and provides technical and administrative supervision among units to complete operations or provide services
Develops and oversees control systems to prevent or deal with violations of legal guidelines and internal policies
Evaluates the efficiency of controls and improve them continuously
Reviews the work of colleagues when necessary to identify compliance issues and provide advice or training
Reviews and analyzes records and reports of work production costs, equipment, and staff resource utilization to evaluate progress and to control or reduce costs
Reports progress and resolution of problems in achieving goals and objectives to higher levels of management
Gives advice, counsel, and instruction to employees on both work and administrative matters
Hears and resolves minor complaints from employees
Refers group grievances and more serious unresolved complaints to a higher-level supervisor or manager
Effects minor disciplinary measures such as warnings and reprimands and recommends action in more serious cases
Interviews candidates for positions in the unit
Recommends appointments, promotions, and reassignments to unit positions
Identifies and provides for training needs
Finds ways to improve production or increase the quality of work within the area of authority
Keeps the legal and ethical integrity of the healthcare system intact through policy enforcement and program planning
Ensures all departments/services are complying with the rules and regulations the Healthcare system upholds
Establishes and adjusts long-range schedules, priorities and deadlines for a variety of regular and special work assignments
Establishes operating guidelines to implement procedures and methods in delivering services or completing maintenance projects
Resolves technical work problems not covered by precedents or established policies
Prepares Scope of Service Contracts of Service: Evaluates and determines compliance of shop drawings, samples, certificates of compliance, laboratory analyses, certifications, and other submittals from contractors for contract and performance requirements
Evaluates technical data pertaining to materials, equipment, shop drawings, proposals for modifications and additions, and methods of installation submitted by contractors
Reviews for constructability, technical feasibility, adequacy, and compliance with specifications
Determines materials and equipment meet contract requirements, recommends approval or rejection
Assists in administering construction contracts by providing technical advice and site visits
Must possess a valid California state driver's license

Required

Must have and maintain a current California state driver's license issued by the state of California DMV

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
For a GS-12 position you must have served 52 weeks at the GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS11 in the normal line of progression for the occupation in the organization
Examples of specialized experience would typically include - but are not limited to: Develops and oversees control systems to prevent or deal with violations of legal guidelines and internal policies; coordinates work operations among subordinate units and with other organizations; ensures all departments and services are complying with the rules and regulations the Healthcare system upholds; evaluates and determines compliance of shop drawings - samples - certificates of compliance - laboratory analyses - certifications - and other submittals from contractors for contract and performance requirements; interprets and applies new directives - procedures or requirements for report and other documents
