Responsibilities
Under general supervision, manage and coordinate the SCFC Safety program
Administer SCFC fireline physical fitness program, including coordination of medical screening, providing work capacity fitness tests for agency wildland firefighters, and entering safety and wildland fire qualification data into the Incident Qualification System
Develops agency safety program, leads Safety Committee, coordinates and conducts accident investigations, and ensures that safety related policies and procedures are updated as needed
Provide inspections, training, and maintain documentation to ensure the agency is in compliance with applicable federal, state, and local safety regulations and reporting requirements
Serve as wildland firefighter, incident Safety Officer, and subject matter expert for issues related to workplace safety, including wildland firefighting, prescribed burning, forest management, vehicle and equipment use, fire equipment repair shops, and office environments
Develop safety procedures and plans to ensure SCFC is in compliance with OSHA, National Wildfire Coordinating Group, State, and SCFC requirements
Evaluate and address agency safety needs in all program areas, including firefighting, prescribed fire, forest management, and operation of fire suppression equipment and road vehicles
Coordinate and conduct accident investigations and serve as Chair of the Safety Committee
Develop Risk Management Strategies for wildland fire and other operations
Perform workplace safety and workplace injury response and reporting as required by state, federal, and local regulations
Plan, direct, and monitor the implementation of the SCFC physical fitness program to ensure firefighter safety in compliance with National Wildfire Coordinating Group standards
Coordinate annual work capacity fitness tests for fireline personnel, administer new hire work capacity tests for firefighters, provide and verify medical clearance forms, document results of work capacity tests and medical clearances, and report results of work capacity tests to the Training Manager and Human Resources
Conduct, coordinate, and document regularly scheduled routine safety inspections, maintenance, and monitoring throughout the state of Regional/Unit and Fire Management Officer office locations, fire equipment repair shops, and maintenance and the appropriate use of wildland fire personal protective equipment
Report inspection results to the Training Manager and make recommendations to provide for a safer workplace for all personnel, including firefighters and law enforcement officers
Serve as technical expert to agency leadership and staff for workplace safety and wildland fire safety
Assess needs and coordinate safety related training and develop and review plans to comply with federal, state, and local safety regulations to ensure operational readiness to support wildfire suppression, fire prevention, law enforcement, and administrative and other agency functions
Assist Training Manager to ensure all OSHA and National Wildfire Coordinating Group training requirements are met
Provide assistance and serve as an instructor for wildfire suppression, prescribed fire, safe driver training, CPR/First Aid, workplace safety, and other training courses as needed
Serve as Fire Duty Officer and assist with wildfire suppression as a firefighter, prescribed burning, and mobilization of resources, and represent the agency when needed at SC Emergency Operations Center during activations in response to state level emergencies and training exercises
Provide assistance and support with performance of additional duties as required in support of the SC Forestry Commission's mission
Qualification
Required
A high school diploma and two years' work experience in occupational safety and health programs
A bachelor's degree in the natural or physical sciences, mathematics, public health, engineering, or a related technical field may be substituted for the required work experience
Wildfire suppression and prescribed fire experience required
Must pass the initial physical fitness test that requires a two-mile walk carrying a 25 lb. pack in 30 minutes or less
Firefighter registration with the State Fire Marshal's Office; criminal records check; drug and alcohol test required
Certifications required: NWCG Firefighter 2, Firefighter 1, Incident Commander Type 5 within 1 year and certification as Incident Commander Type 4, Heavy Equipment Boss, Engine Boss, Strike Team Leader, Safety Officer Field, Safety Officer Line within 5 years
