Responsibilities

Create and maintain written policies and procedures to ensure compliance with applicable laws, regulations, and standards
Conduct regular risk assessments and internal audits to identify potential compliance gaps
Track compliance with regulatory requirements and report findings
Investigate potential compliance violations and ensure appropriate action is taken
Develop action plans to address adverse findings
Develop and deliver training programs to educate employees on compliance requirements and procedures
Manage all aspects of the corporate and location(s) DOT drug and alcohol testing program
Responsible for educating all team members on drug and alcohol program compliance and maintaining all required documentation
Provide guidance to locations on questions and other matters related to the drug and alcohol testing program
Act as a liaison with vendors, Medical Review Officers, and Substance Abuse Professionals, ensuring the integrity of the testing process
Ensure full compliance with DOT regulations, maintain records, and submit required reports to government agencies
Manage and coordinate necessary workflow to meet project timelines
Continuously review the organizational capabilities and escalate early any issues or concerns in meeting the required outcomes. Communicate regularly and effectively with the team to ensure alignment of information, direction, and emerging considerations
Provide regular updates on project risks and opportunities to ensure timely advice and identified resources
Collaborating with Senior Leadership on various projects and initiatives

Perform, coordinate, and oversee audits of all transportation, safety, and maintenance processes to ensure compliance with procedures and achievement of process objectives under the direction of the Director of Training and Compliance

Required

Bachelor's degree in Business, Administration, Management, or related field
Must have at least 5 years' progressive transit experience within a public transit system
Minimum 3 years in a leadership role
Knowledgeable with DOT policies, FMCSA, FTA, OSHA, NIMS, EPA standards, ADA requirements, and other safety regulations and industry standards
Extensive knowledge of 49 CFR Parts 40, 655, and 382, which includes the DER and SAP process
Previous experience managing a DOT drug and alcohol program required
Experience in conducting audits, risk assessments, and investigations of incidents
Strong analytical and problem-solving skills with the ability to develop practical solutions to challenges
Strong sense of integrity and ethical decision-making
Management experience with accountability for safety, performance, and compliance
Experience of conducting successful change management in organizations
Experience conducting presentations at all levels
Works well independently and as part of a team
Possess excellent communication, interpersonal, and decision-making skills
Highly organized with the ability to prioritize competing demands and meet crucial deadlines
Will be fluent in English with excellent written and verbal communication skills
Must be customer-focused with the ability to inspire a team with commitment and enthusiasm
Will have the ability to identify and solve problems in a structured and analytical way
Must have experience in dealing with all levels of employees within the organization, clients, vendors, and various stakeholders
