Associate Director of Purchasing

Hillsborough College is seeking an Associate Director of Purchasing to oversee procurement and purchasing activities. This role involves supervising staff, developing procurement policies, and ensuring compliance with regulations while maintaining the integrity of the procurement process.

Responsibilities

Assists the Director of Purchasing in the overall management and leadership of the College’s Purchasing Department and procurement operations
Provides direct supervision and guidance to professional, technical, and clerical procurement staff; assists with staff development, performance evaluation, and training
Plans, directs, and coordinates procurement activities for goods and services, including competitive solicitations such as Requests for Proposals (RFPs), Requests for Quotes (QTEs), Requests for Qualifications (RFQs), Invitations to Negotiate (ITNs) and Requests for Information (RFIs)
Supports or leads complex, high dollar or institutionally significant procurements
Oversees delegated procurements to ensure compliance with College policies and applicable federal, state and local procurement laws and regulations
Supports the development, implementation, and maintenance of procurement policies, procedures, and internal controls to ensure best practices and regulatory compliance
Assists in contract development, negotiation, administration, and closeout, including monitoring vendor performance and resolving procurement-related issues
Provides quality control review of procurement documents, solicitations, evaluations, and contract awards
Supports strategic procurement planning initiatives to enhance efficiency, cost savings, and value for the College
Oversees and supports electronic procurement systems and purchasing card (P-Card) administration
Develops and delivers procurement training for College departments to ensure understanding of procurement processes and compliance requirements
Maintains effective working relationships with vendors, internal departments, regulatory agencies, and other public-sector procurement professionals
Serves as acting Director of Purchasing as assigned
Performs other related duties as assigned by the Director of Purchasing

Required

Bachelor's degree in business administration, public administration, finance, supply chain management, or a related field
A minimum of five (5) years of progressively responsible experience in public-sector procurement or purchasing, including supervisory or lead-level responsibilities
Demonstrated knowledge of public procurement laws, regulations, policies, and best practices
Experience administering competitive procurement processes and contracts for goods and services
Certification as a Certified Public Procurement Officer (CPPO) or a recognized senior level equivalent public or federal contracting certification
Strong analytical, organizational, and communication skills, with the ability to manage multiple priorities and complex procurement activities

Preferred

Bachelor degree in business administration, public administration, procurement, or a related field
Demonstrated experience leading or supporting complex, federal or public-sector procurements, including contract negotiation, administration, and closeout
Demonstrated federal acquisition experience equivalent to former FAC-C Level III, including responsibility for complex, high-dollar procurements, leadership of procurement staff and strategic decision making
Experience with electronic procurement systems and enterprise resource planning (ERP) platforms
Experience developing and delivering procurement training programs
Knowledge of higher education procurement practices and compliance requirements
