CREW CHIEF-UTILITIES

This role supervises a team of skilled workers in the operation, construction, repair, and maintenance of City-owned wastewater, stormwater, and reclaimed water systems, ensuring compliance with safety and environmental standards while promoting customer service.

Responsibilities

Lead, manage, plan, supervise, and coordinate work for employees; oversees the maintenance, repair, and construction of all City-owned properties utilities including wastewater and stormwater collection systems and reclaimed water distribution system
Coach, mentor, and evaluate employees
Advises and assists in the preparation of division budgets, purchases materials, supplies, and equipment
Makes recommendations regarding recruiting, promoting, and performance management, of personnel
Provides regular coaching of and completes performance evaluations for personnel
Assigns work orders to the appropriate staff and ensures their completion in an efficient and effective manner; assists with payroll by tracking and verifying employee work hours in the field
Coordinates with contractors, vendors, and other department staff as needed to successfully complete projects and tasks related to public properties
Provides technical assistance regarding construction, inspection, operation, and maintenance practices
Oversees collection system inspections, including the use of mandatory closed-circuit television equipment; performs cleaning using high-pressure hydraulics in collection systems and utilities related to public services
Cleans, inspects, and assists with contractor repairs and maintenance of wastewater and stormwater systems
Maintains records and prepares orders for supplies and equipment requisitions
Utilizes safe methods and procedures when mixing and using highly toxic chemicals
Ensures all equipment is checked periodically to confirm that components are functioning properly; logs all line information and makes recommendations for repairs
Oversees mechanical repairs of engines, pumps, electrical and mechanical controls, and compressors; performs repairs on electric motors used for wastewater pumping; uses hand, bench, and machine tools in the repair and maintenance of pumps, meters, valves, cranes, and other machinery and equipment; performs acetylene, arc, and gas welding; carries out miscellaneous carpentry and other tasks as needed
Communicates directly with the public in a professional manner to address questions and concerns; seeks to build trust and confidence in the department's ability to address issues fairly and ethically
Promotes cross-training and cooperation throughout the department
Replaces hose connectors, washers, and shut-off valves for use with the reclaimed water system
Assigns personnel to perform post-storm event cleanup to ensure lift stations are restarted
Inspects for water leaks in rights-of-way or roadways and contacts Pinellas County Utilities for repairs
Completes weekly reports outlining division activities; drafts emails and other short reports as needed to communicate the status of work orders, projects, and tasks assigned to the division
Provides support for storm recovery efforts, including debris removal and cleanup
Responds to emergency situations as needed, including after-hours assignments
Performs related tasks as required

Required

High School Diploma or G.E.D. Required
Valid Florida Commercial Driver's license Required
Ability to be on-call or standby as needed is Required
Considerable experience in the maintenance, repair, and/or construction of reclaimed water, wastewater, and stormwater lines and facilities is preferred
Possession of First Aid and CPR certifications, or the ability to obtain within 6 months of hire
Ability to obtain FDOT Temporary Traffic Control Advanced certification within 6 months of hire
Ability to obtain APWA Public Works Professional-Supervision (CPWP-S) certification within 12 months of hire

Preferred

An associate degree or technical school training in a related field is preferred
Possession of a Class B Water Pollution Control Operator's license preferred
