ADMINISTRATOR II BHA Program Monitoring and Performance Analyst
The State of Maryland is seeking an Administrator II for the Behavioral Health Administration. This role is pivotal in supporting performance-driven improvement through program monitoring and award management, focusing on data integrity, compliance, and training.
Government Administration
Responsibilities
Support performance-driven improvement across the Behavioral Health Administration (BHA) in terms of program monitoring and award management
Developing, standardizing, and managing the administration's program monitoring, data management, and performance improvement functions
Developing guidance documents, protocols and providing trainings
Lead the continuous refinement of the uniform reporting and evaluation process (including BHA’s Universal Reporting Form - URF)
Ensure data integrity with submitted data by programs
Provide critical training and support
Translate complex performance findings into actionable insights for leadership and program design improvement
Ensure compliance in the awards management and monitoring process
Involve extensive awards management, system administration, compliance monitoring, data extraction, developing new processes and providing recommendations
Provide technical support and training to both BHA staff and local partners
Qualification
Required
Graduation from an accredited high school or possession of a high school equivalency certificate
Five years of administrative staff or professional work
Two years or more of experience developing performance measurement indicators for behavioral health and management in the performance measurement systems
Possession of a motor vehicle operator's license valid in the State of Maryland
Preferred
Experience in developing standardization and process development
Experience in program evaluation using various methodologies (e.g., outcome evaluation, process evaluation) and presenting evaluation findings to executive level audiences
Experience with communication proven success working collaboratively with fiscal, program units, executive leadership to align project scopes, budgets and compliance requirements
