Responsibilities
Participate in planning sessions to coordinate on development requirements
Participate in other meetings to address and report on development activities
Assess specifications and provide time estimates to complete assignments
Follow the Software Development Methodology (SDM) processes and detailed requirements
Use development tracking software to collaborate and document development assignments
Address and enforce screen and other standards in development work
Fulfill the Developer duties on assigned product epics/features/stories
Assist other Developers as needed to help meet Team goals and deadlines
Provide feedback on common or unique challenges found in development
Prioritize assignments and work flow to meet established deadlines
Follow the SDM for the development steps in the process
Use the tracking software to document the development activities and results
Use the tracking software to coordinate and assign issues with others
Perform coding tasks on application screens and their internal technical functions to ensure all the specific defined requirements have been met
Perform coding tasks on other technical assignments (see list below)
Ensure products delivered meet standards, when required
Ensure products delivered return the correct data
Ensure products delivered meet security requirements
Ensure related screens still function correctly
Ensure products delivered are complete and accurate
Prepare test scenarios and data and pre-test product to be delivered
Meet acceptable thresholds for the return of 'failed' products from testing
Provide detailed information to Testers on delivered products
Assist the Developers Group to develop and improve technical expertise, methodologies and procedures
Participate in assigned Committees
Develop an institutional knowledge of agency policies and operations
Make recommendations, when appropriate, as feedback to business and technical staff on application design and function
Keep abreast of emerging technologies, tools and methods, and expand and perfect technical skills and creative abilities
Qualification
Required
Minimum 5 years work experience as a Web Developer on medium to large scale, mission critical systems or projects
Developer must have adequate, secure internet access at remote work site provided by the Developer
The Developer must provide their own remote work site peripheral equipment, such as monitors, docking station, keyboard and mouse, etc
The remote work site must provide for private workspace for focused work effort during designated work hours
Principles, theories, and practices of computer science
Concepts of computer hardware operation and application development
Concepts of computer screens, pages, features, functions and coding concepts
Computer relational and other databases and database analysis software
Learn and use automated software applications
Understand project definitions, scope, objectives, business work flow processes and diagrams, application and database requirements, business functional specifications, design and technical specifications, business and technical standards documents, test case scenarios and other analysis and design tasks and reports
Use logic to analyze or identify underlying principles, reasons, or facts associated with information or data to draw conclusions
Find and collect information from data sources
Use computer software programs to store data, retrieve stored data, analyze retrieved data, and arrange results in a presentable format
Review and analyze data, summarize report findings, interpret results and make recommendations
Identify problems or potential problem areas and recommend solutions
Evaluate information against a set of standards
Gather and document business requirements
Define and document standards for use and operation of software
Convert standards, user specifications and requirements into design plans
Develop test cases to evaluate the success of both software upgrades and modifications
Test applications using standard methodologies and techniques
Validate applications for requirements, quality, responsiveness, performance, accessibility, data integrity, functionality, user acceptance
Ensure products comply with regulations, policies, procedures, operational practices
Prepare software documentation for future reference and maintenance needs
Anticipate the impact that new or modified software will have on existing standards and systems
Plan, organize, prioritize workload in order to accomplish tasks and meet deadlines
Deal with people in a manner which shows sensitivity, tact, and professionalism
Work effectively with a work group or team to complete tasks
Build Team spirit and cohesiveness
Organize, chair, facilitate and document meetings with users and technical staff
Prepare and present technical training and mentoring to other staff

Help customers identify better ways to utilize a system's capabilities

Special consideration for developer with training/experience with VIBE Coding rapid development methodology
Direct experience employed as a programmer developing and maintaining computer software applications and programs using Web languages, tools and technologies, including: Java 11 & 21, Spring / Spring Boot 2.6 and 3, Spring JDBC HTML, CSS3, SASS, Angular, PWAs, JPA, JavaScript / TypeScript, REST APIs and distributed architecture patterns
Useful skills and technologies for maintenance of older applications: Java 8, Struts (1 & 2), Hibernate 3 / JPA, jQuery, jQuery DataTables 1.8-1.12, Subversion, Ant
Experience with Figma Material Design to Angular code
Experience with Informix databases, Postgres Database, SQL databases, other relational databases, Business Intelligence tools and applications, development for mobile devices, and/or other emerging technologies
Direct experience as a web developer on systems operational within the criminal justice field (e.g. Courts, Public Safety, Local Law Enforcement, Corrections, Parole Boards, Criminal Justice Commissions, etc.)
Direct participation as a principal web developer on projects building or maintaining mission-critical applications for medium to large size private or public organizations (i.e 1,000 or more employees)
Training and experience with development methods and approaches to application security
Training and development using the new Vibe Coding rapid development methodology
Certifications and qualifications in the computer science field
