CHIEF FINANCIAL OFFICER

USAJOBS is seeking a Chief Financial Officer (CFO) for the New York/New Jersey VA Health Care Network. The CFO will be responsible for overseeing financial activities within VISN 2, including accounting functions, budgeting, payroll, and ensuring compliance with financial policies.

Responsibilities

Provide technical support to budget formulation functions maintained at the field facility level
Leader in negotiating opportunities to obtain, re-engineer, share and conserve resources in areas of staff, funding, communication and training
Conducts analytical studies, financial analysis, program planning and outcomes evaluations
Works with VISN leadership in developing and implementing a financial plan and budget
Recommends appropriate allocation of resources to the VISN health care facilities
Provides support for assessments, cost-benefit analysis, and assists with business planning and monitors fiscal viability
Carries out and ensures full compliance with all federal, departmental and VHA financial policies, regulations and procedures
Responsible for achieving financial performance goals
Provides authoritative advice and expertise in all areas of resource utilization
Supports VHA and VISN long and short-range business strategies
Provides direct supervision, consultation, and training for finance staff
Fosters a corporate culture of public service, accountability and excellence
Other duties as required

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement
Basic bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting
Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge
Specialized Experience: you must have one year of specialized experience equivalent to at least the next lower grade, GS-14, in the normal line of progression for the occupation in the organization that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the Chief Financial Officer
