Responsibilities

Plans and oversees the administration and analysis of organizational-wide program curriculum and activities that support The Salvation Army Red Shield Youth Centers Youth Development Strategy; ensures that programs are safe and drive outcomes; ensures the evaluation of programs on a continual basis and ensures programs/activities respond to youth needs; establishes objectives consistent with organizational goals and missions
Responsible for the administration of programs by overseeing programs and training at each center; ensures the completion of required reports [particularly for grant/restricted funded programs]; and prepare any required interagency reports; ensures the accuracy and completeness of all reporting
Serves as the lead for program quality issues, coaching, and training and responds accordingly
Conducts regular meetings with the Program Staff to establish program and training needs and to help ensure attainment of target outcomes
Collaborates with the Program Staff as relates to the onboarding and training of staff on an ongoing basis to ensure a prepared and engaged program staff necessary to meet current needs of youth and funding requirements
Assists in planning and implementing a staff development and training program in collaboration with the Director and the Center team
Assists the Director in building and maintaining partnerships with other youth-serving organizations, youth, parents, families, and community organizations
Participates in activities to maintain good public relations for programs, services, and activities
Oversees the provision of day-to-day program activities in accordance with established standards and goals; ensures that youth are encouraged to participate in a variety of program areas/activities and receive instruction and constructive feedback to develop skills in program area(s)
Collaborates with Area Executive Director monthly to review and update the supplies, equipment, and curriculum needed to carry out programs safely and effectively
Establishes and maintains organizational-wide program goals and settings that insure the health and safety of youth. Ensures that staff understand and effectively communicate standards of program; that they ensure program areas are safe, well ventilated, and well lit, and that equipment is maintained in good working condition
Conducts regular Center visits including observations of programs and services, staff practices, and compliance with safety procedures and policies; provides report of site tour findings to the Director
Ensures a daily and as needed assessment of all facilities is conducted to reduce risk and promote cleanliness; oversees janitorial staff to maintain clean facilities
Manages the safe and routine use of the facilities year round; ensures facilities are ready for programming on time and on a regular basis to support programming and staff in all facilities
Ensures facilities and fleet repairs and maintenance needs are communicated and followed up on a timely basis with maintenance staff
Coordinates and collaborates with all areas of the center and senior leadership team to be successful in this position; maintains close, daily contact with Center staff, Center youth, and supervisor to receive/provide information, discuss issues, explain or interpret guidelines/instructions, instruct and advise/counsel staff
Creates and maintains positive relationships with Area Commander, Director, Command leadership team, center staff, board/council members, donors, vendors, partners, and community agencies/partners; represents The Salvation Army in a positive and professional manner; maintains contact as needed with external community groups, schools, youth parents and others to assist in resolving conflicts
Recruits, selects and manages assigned staff and volunteers, ensuring productive and effective performance; provides ongoing performance feedback; identifies and supports professional development opportunities
Collaborates with the Area Executive Director and Human Resources to identify and recruit personnel to limit vacancies and to screen and select personnel to meet program needs with budget expectations
Onboards and trains staff on an ongoing basis to ensure a prepared and engaged program staff to meet current needs of youth and funding requirements
Oversees proper recordkeeping and reporting including activities and events conducted, breakdowns of daily participation figures, notable achievements and any problems/issues; ensures the integrity and timeliness of all data collection and reporting of programs; ensures the regular review of routine processes for data collection and reporting
Structures the program database(s) and reporting to align with programming goals and reporting requirements
Manages the comprehensive collection and reporting of information for programs
Completes the regular and as needed reporting to funding agencies and donors on program performance
Meets or exceeds all grant requirements and deadlines for grants including but not limited to all government grants
Participates in the development, implementation, and monitoring of the center’s annual budget, ensuring that organizational-wide programs and activities are operated within established budgetary guidelines
Ensures the accuracy, integrity and security of all program data and memberships
Participates in developing collaborative partnerships with other youth serving organizations, youth, parents, families, and community organizations
Develops and maintains strategic partnerships to enhance programs. Partnerships include school districts, community agencies, business/corporate entities, community coalitions, local governmental and law enforcement officials, churches, etc
Participates in increasing visibility of center programs via posting of daily schedule, announcements of upcoming events and the dissemination of timely information about the program
Develops of advertising and promotion of program through mailings, fliers, and media releases; ensures website reflects program and program services and offerings
Leads and ensures the implementation of sound safety practices throughout programming
Leads and ensures the Center always complies with The Salvation Army Safe from Harm program requirements
Leads and ensures safety procedures are reviewed regularly, implemented, and inspected for compliance
Conducts safety assessments and ensures feedback is reviewed and used to improve practices
Promotes and ensures the timely reporting and follow up of incidents and accidents
Leads and ensures immediate action is taken to address any safety issues or concerns
Leads and ensures the enterprise has a culture of keeping all work areas in all facilities clean, safe, and in good condition
Leads and ensures all necessary and reasonable precautions to protect staff, equipment, materials, and facilities
Oversees special programs and/or events and/or participate in the implementation of other activities as necessary
May consult with parents concerning youth and center issues
May be responsible for safely transporting center members and staff to or from school, activities or programs, and is responsible for the proper reporting of maintenance, cleanliness, and safety needs of the assigned vehicle
Performs other duties as assigned

Required

Bachelor's Degree from an accredited college or university in education, youth development or a related field
Three (3) years' work experience planning and supervising activities based on the developmental needs of young people
Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities
Valid Driver's License
Must be able to obtain CPR and First Aid certification
