Primary Services is a well-respected utility organization seeking a Utility Project Manager to support major infrastructure projects in the greater Houston area. The role involves managing procurement activities for large-scale transmission and substation projects, collaborating with various teams to ensure timely delivery and compliance with standards.

Responsibilities
Lead end-to-end procurement for transmission and substation projects, including equipment, materials, and services
Develop sourcing strategies aligned with project schedules, budgets, and quality standards
Manage vendor selection, contract negotiation, and onboarding processes
Collaborate with project managers, engineers, and finance teams to forecast material and service requirements
Monitor supplier performance, resolve issues, and ensure timely delivery of resources
Maintain compliance with corporate policies, regulatory requirements, and safety standards
Identify cost-saving opportunities and implement risk mitigation strategies
Qualification
Required
Minimum of 5 years of procurement experience in construction, facilities, or infrastructure projects
Strong knowledge of sourcing best practices, contract management, and supplier negotiations
Proficiency with procurement or ERP systems such as SAP or Oracle is a plus
Demonstrated ability to manage multiple projects and priorities in a fast-paced environment
Familiarity with regulatory and safety compliance in large-scale utility projects
Preferred
Bachelor's degree in Supply Chain, Business, Construction Management, or a related field preferred
