Compliance and Grant Management Specialist

The Compliance and Grant Management Specialist is responsible for overseeing all federal, state, and local grant compliance and administration activities, ensuring full compliance with FTA regulations and managing the full grant lifecycle.

Responsibilities
Serve as the Agency’s lead administrator for FTA grants as a Direct Recipient, including formula and discretionary funding programs
Prepare, submit, and manage grant applications and amendments in the FTA Transit Award Management System (TrAMS)
Ensure grants are executed, tracked, and closed out in accordance with FTA requirements and approved scopes, budgets, and schedules
Monitor grant expenditures, reimbursement requests, and budget controls in coordination with Finance and Operations staff
Partners with appropriate department Manager to ensure agency-wide compliance with all applicable FTA regulations and federal requirements, including but not limited to: Title VI of the Civil Rights Act, Disadvantaged Business Enterprise (DBE), Americans with Disabilities Act (ADA), Buy America, Drug & Alcohol Testing, Equal Employment Opportunity (EEO), National Transit Database (NTD) coordination (as applicable)
Maintain required policies, plans, certifications, and assurances related to FTA compliance
Lead preparation for and response to FTA Triennial Reviews, State Management Reviews, financial management oversight reviews, and other audits or site visits
Develop and maintain internal controls, procedures, and documentation systems to ensure ongoing compliance
Prepare and submit required quarterly, annual, and ad hoc reports to FTA and other funding agencies
Track milestones, deliverables, and performance measures associated with grant-funded projects
Coordinate with internal department Managers to ensure compliance across all functional areas
Provide technical assistance and training to staff on grant requirements, allowable costs, documentation standards, and compliance responsibilities
Review procurement and contract actions for compliance with federal and state grant requirements
Serve as the primary point of contact with the FTA regional office and state and local funding partners
Coordinate with contractors and consultants to ensure compliance with grant and federal requirements
Support Commission presentations and executive briefings related to grant funding and compliance status
Qualification
Required
Bachelor's degree in Public Administration, Finance, Accounting, Planning, Business Administration, or a related field
Minimum of 5 years of experience in grant administration, compliance, or financial management within a public agency, transit agency, or government environment
Demonstrated experience with federal grants, preferably FTA or other USDOT-funded programs
In-depth knowledge of federal grant regulations, compliance standards, and reporting requirements
Strong understanding of FTA circulars and guidance
Ability to interpret and apply complex regulatory requirements
Excellent analytical, organizational, and problem-solving skills
Strong written and verbal communication skills, including the ability to prepare clear reports and present to leadership and governing boards
Ability to manage multiple deadlines and priorities in a regulated environment
Preferred
Direct experience working with the Federal Transit Administration (FTA) as a recipient or subrecipient
Experience managing TrAMS and FTA oversight reviews
Knowledge of public transit operations, capital projects, and federally funded procurement
Master's degree in a related field
Professional certification (e.g., CGMS, CPA, PMP) is a plus
