Responsibilities
Consult on application analysis, troubleshoot system issues, and recommend practical, scalable solutions
Perform senior-level business analysis for licensing and regulatory systems, including new license applications and license management processes
Work closely with end users to gather requirements, validate solutions, and ensure a seamless user experience
Create detailed user stories, define acceptance criteria, and support Agile sprint activities
Provide quality assurance consultation for projects, assignments, and special initiatives
Develop, review, and execute test cases; perform manual testing to validate functionality and compliance
Review complex project deliverables including design documentation, test plans, charters, and risk assessments; provide feedback and recommendations
Process and manage change requests, ensuring scope, acceptance criteria, and deployment readiness
Support system installation, acceptance, and deployment activities
Coordinate with vendors and contractors; assign work, evaluate deliverables, and support issue resolution
Maintain business relationships with vendors; review and approve invoices and ensure best value for technologies and services
Develop training materials and conduct formal training sessions for assigned system modules
Identify opportunities to improve business processes through automation and system enhancements
Follow all applicable organizational policies and procedures
Perform additional duties as assigned
Qualification
Required
8+ years of experience working in Agile environments, including participation in all Agile ceremonies
8+ years of experience creating user stories, defining acceptance criteria, and supporting sprint planning and refinement
8+ years of experience using Azure DevOps, Jira, or similar tools
8+ years performing senior-level business analysis with minimal supervision
Proven experience coordinating analysis of program policies and procedures and their impact on automated systems
Strong experience coordinating with vendors and contractors and evaluating their work
Demonstrated ability to troubleshoot application issues and implement solutions
Extensive experience providing quality assurance oversight and consultation
Experience developing and reviewing test cases and managing change requests
Strong communication skills with the ability to interact effectively with technical and non-technical stakeholders
Preferred
Prior experience working with state licensing or regulatory systems
Experience supporting Texas-based public sector systems
Background in systems supporting licensing, compliance, or regulatory workflows
