Bilingual Mandarin HR Manager

MornstAir Inc is seeking a Bilingual Mandarin HR Manager to lead core HR functions across the employee lifecycle. The role involves advising employees and managers on HR policies, managing performance processes, and developing HR initiatives that support company growth and culture.

Responsibilities

Lead core HR functions across the employee lifecycle, including recruiting, onboarding, and retention
Serve as a trusted advisor to employees and managers on HR policies, workplace concerns, and employee relations
Manage performance management processes, including goal-setting and annual review cycles
Coordinate employment-based immigration support in partnership with external counsel and internal stakeholders
Develop and implement HR policies, programs, and initiatives that support company growth and culture
Oversee payroll administration and ensure accurate, timely processing through ADP or similar systems
Support compensation and benefits programs, including annual salary reviews and employee offerings
Ensure compliance with federal, state, and local employment laws and HR regulations
Support training and professional development initiatives across the organization
Maintain HR reporting and metrics to support data-driven decision-making

Required

Bachelor's degree in Human Resources, Business Administration, or related field
Bilingual in Mandarin and English
5+ years of progressive HR experience, including HR leadership responsibilities
2+ years of hands-on payroll experience, including oversight and administration
Experience using payroll platforms; ADP Workforce Now or similar systems strongly preferred
Strong knowledge of labor laws, compliance requirements, and HR best practices
Proven ability to handle sensitive and confidential information with professionalism and discretion
Excellent interpersonal, communication, and organizational skills

Preferred

Master's degree in Human Resources, Business Administration, or related field
Professional HR certification such as SHRM-SCP, PHR, or equivalent
8+ years of progressive HR leadership experience, including both strategic and operational responsibilities
Prior experience leading HR functions as a manager in a growing organization
Familiarity with compensation planning, benefits design, and employee engagement initiatives
Experience with Davis-Bacon Act (prevailing wage) and certified payroll compliance is a plus
Experience working in a multicultural or multinational environment
