Professional Engineer I, Traffic - Design/Construction - Pueblo

Responsibilities

Operate as the Chief Engineer’s duly authorized representative in direct charge of the work and is responsible for the administrative and satisfactory completion of transportation projects under construction
Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local standards to the construction of transportation projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway signing, pavement markings, roadway surface treatment, bridge improvements, etc
Certify that the Contractor’s equipment, materials, workmanship, and products are in conformance with the contract, plans, and specifications by supervising, performing detailed inspections, and maintaining proper documentation
Complete ratings and reviews for project consultant and reviews consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA, ADA, local ordinances, etc.)
Prepare a complete and accurate account of pay quantities, project activities, correspondence, conditions, and problem
Complete various written and computer-generated reports
Act as the primary CDOT contact regarding project issues and questions
Required to drive CDOT vehicles to project locations in order to meet with project staff, consultants, and to oversee construction projects
Utilize professional engineering license to apply current engineering principles and theories, design specifications, and federal, state, and local design standards to develop plan sets and specifications for roadway projects. These projects consist of new construction or reconstruction of intersections, corridor widening, roadway signing, pavement marking, roadway surface treatment, bridge improvements, etc
Develop and evaluate roadway construction plans using varied engineering design software and supporting software programs. This requires knowledge in design methods, regulations and laws and competency in computer related functions (i.e. understanding the use of the system network, data transfer and plotting devices)
Request field survey, environmental study, traffic data, right-of-way information, hydrology/hydraulic design, structural design, utility locations/relocations, and other information as required
Organize scoping meeting, FIR and FOR meetings; work with Materials, Environmental, Traffic, Bridge, Survey, Utility and ROW, local stakeholders, and other specialty units to clear the project before advertisement
Evaluate proposed designs and determine changes regarding a project in order to improve the serviceability, safety, maintenance and affordability
Prepare and review plans, making decisions regarding layouts, alignments, standard designs, tabulations, specifications, quantities, acquisitions and clearances, etc., and prepare bid package
Ensure timely project advertisement, while meeting both design and construction budgets
Oversee the local agency projects and ensure engineering principles and standards are correctly applied and follow all federal and state regulations and processes
Utilize the Professional Engineer’s experience and judgment to approve designs for assigned projects and to stamp the engineering plans
Use guidelines as appropriate to provide correct pay items and other project budgetary information
Prepare, distribute, and organize all plan documents and bid packages so they are disseminated properly, filed appropriately, and completely as required
Serve as a CDOT representative and provide expertise in meetings with public, local/state entities, businesses, railroads, special interest groups, and utilities
Participate in committees, task forces, and/or steering committees to help CDOT implement improvements and meet department goals
Provide direction and resolve conflicting alternatives requested by specialty units. Perform project scheduling and coordinate multiple project efforts to meet advertisement dates-and direct personal and residency efforts to make the various schedules and budgets work
Manage the work of consultants and local agencies in order to accomplish project completions. This includes prioritizing assignments required by the contract
Inspect work performed by the contractor to ensure compliance with the standards and specifications for the particular project
Responsible for the work hour estimates for task order preparation, approval and processing of consultant billings, and review of consultant deliverables
Rate and review consultant projects and review consultant and contractor compliance with federally mandated programs and state requirements (i.e. EEO, AA, Davis-Bacon, OSHA. ADA, local ordinances, etc.)
Develop scope of services and initiate task orders in coordination with Region2 Business Office’s practice guidelines
Negotiate with consultants the work hours necessary to complete the work as defined in the scope of services. Negotiate and recommend approval of task orders or supplemental contracts required for consultant services
Plan, organize, and manage studies that involve tunnel analysis towards identifying engineering solutions and assess potential impact of projects
Ensure that the planning process and design complies with applicable study requirements, the project scope, schedule, budget, and current design engineering criteria, standards, practices, theories and procedures
Coordinate with local agencies, elected officials, internal CDOT specialty groups, FHWA and other stakeholders to ensure that studies compliant with requirements, reach consensus and meets the needs or overall purpose intended
Work collaboratively with technical working groups and internal CDOT specialty groups for the development of study results and a determination of final study findings
Provide oversite of consultant performing studies
Procure and provide guidance to consultant performing studies for CDOT
As experienced project manager, they will oversee work of other positions at CDOT
Will train and mentor less experienced project staff, as well as train consultants on site as needed

Required

Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors
Current, valid licensure as a Professional Engineer from another U.S. state's Board of Licensure. If meeting qualifications with an out-of-state PE license, it would be a condition of employment to obtain your Colorado PE license within six months of hire
Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks
A current valid driver license is required for all Colorado Department of Transportation (CDOT) positions which require operating a state or personal motor vehicle to perform one or more essential functions of the position

Preferred

Demonstrated success with the duties listed in the Description of the Job section
Years of State service experience related to the duties of this position
Has taken Structural Engineering Courses or has a Master's Degree in Structural Engineering
Has stamped plans and specifications as Engineer of Record
Has served as the Engineer in responsible charge for a transportation construction
Civil engineering construction and design knowledge and experience, including current working knowledge of civil engineering processes, theories, laws, principles, conceptual models, and best practices, especially for transportation related projects
Knowledge and experience with the CDOT Construction Manual, CDOT Material Manual, CDOT Project Development Manual, CDOT Standards & Specifications Manual, CDOT M&S Standards, MUTCD, CDOT Design Manuals and AASHTO Design Guides, and other industry design standards
Consultant management experience
Experience with contract modifications
Experience with project budgets and providing accurate documentation
Experience evaluating proposed designs
Strong attention to technical detail and accuracy
Strong analytical, reasoning, problem solving, and decision making ability
Excellent planning, organizational, time and project management skills and experience
Excellent facilitation, presentation, and communication skills, both written and oral
Experience managing budgets to ensure cost effectiveness of projects or programs
Proven ability to collaborate and build relationships
