Pavement Materials Tester (EPST III) - Denver

They are seeking a Pavement Materials Tester to provide technical expertise in testing and evaluating construction materials to support Colorado's transportation system, ensuring compliance with federal documentation requirements.

Responsibilities
Collect and process material samples and perform tests on construction materials in accordance with applicable ASTM and AASHTO standards for calibration of AASHTO’s M-E Pavement Design Program
Analyze laboratory test results for asphalt, concrete, and soil for input into the Pavement Design Program
Review packets of product information, including test reports and bills of lading supplied by the contractor to the project engineer and verify they meet CDOT’s and FHWA’s Buy America (iron and steel) documentation requirements
Review project special provisions to verify whether they meet the correct Buy America and Buy America Build America documentation requirements per advertisement or funding date
Review documents supplied by contractors to Project Engineers to verify they meet CDOT and FHWA standards and specifications for Buy America Build America for construction materials and manufactured products
Track the construction materials from their origin through all manufacturing process up to site delivery, and verify the documentation includes a letter from the manufacturer per CDOT specifications
Conduct training sessions concerning the Buy America and Buy America Build America requirements for CDOT personnel, local agencies, contractors, and consultants
Annually review Quality System Manuals (QSMs) submitted by pre-cast concrete and epoxy coating manufacturers on CDOTs Qualified Manufacturers List
Visit each pre-cast manufacturing plant listed on CDOT’s Qualified Manufacture’s List to review and observe the manufacturer’s processes and verify they meet the requirements listed in CP-11 of CDOT’s Field Materials Manual
Maintain knowledge of concrete testing procedures and verify the company’s quality assurance personal properly runs the testing equipment, the samples are properly taken and stored, and records are complete
Observe if any pre-cast concrete items in the storage yard show any damage and if so observe the corrections made to the damaged area(s)
Observe the pre-cast concrete manufacturers methods of quality assurance for samples, records, machine calibrations, specimen storage and disposal of samples
Other job duties as assigned
Qualification
Required
A high school diploma or GED
AND at least six (6) years of experience in any combination of the following: assisting in the design of construction plans, monitoring construction projects by conducting materials testing, project inspection, and documentation
AND must have current, valid certifications in ACI Field 1, ACI Strength, & WAQTC, and asphalt certifications in the form of LabCAT Level A, B, and C. Copies of the certifications need to be uploaded to the application

Years of State service experience related to the duties of this position
Highest work/personal ethics and integrity
Knowledge and experience with transportation engineering design and/or construction
Knowledge and experience with CDOT Standard Specifications for Road and Bridge Construction, CDOT Construction Manual, CDOT M&S Standard Plans, and the CDOT Field Materials Manual
Experience with reading engineering plan sets and other pre-construction documents
Ability to work under tight deadlines and be adaptable to changing assignments
Effective customer service, interpersonal, and relationship-building skills
Strong time and project management skills, including prioritization and multi-tasking ability
Strong reasoning, investigative, analytical, and problem-solving ability
Strong communication skills, both written and oral
Strong attention to technical detail and accuracy
Passion for safety
Fluency in MS Word, MS Excel, Gmail and Google Applications, SAP, ASTER, OnBase, and the ability to quickly learn other software systems
