NEOGOV is offering an opportunity for a Health Services Administrator – Level C position within the Contra Costa County Health Services Department. Responsibilities

Program planning, organizing, directing the overall administration and management of corresponding programs
Oversight of training, supervision of program managers and supervisors
Regulatory compliance oversight: Ensuring the organization meets all federal, state, and accreditation safety requirements (e.g., OSHA, Joint Commission), and preparing for audits or surveys
Incident reporting and investigation: Managing the system for reporting safety events, leading root-cause analyses, and driving corrective action plans
Environment of care management: Overseeing safety rounds, hazard identification, and mitigation across clinical and non-clinical areas
Policy development and training: Creating safety policies, educating staff, and promoting a culture of safety throughout the organization
Data analysis and performance improvement: Tracking safety metrics, identifying trends, and partnering with leaders to reduce risk and improve outcomes
Build and strengthen relationships with local government, non-profit homeless service providers, and other community stakeholders to ensure a strong, effective safety net of housing and services for people experiencing homelessness
Ensure program and system compliance with all regulations and best practices, by performing and/or supervising the work of staff and consultants to track, analyze, and share policy information
Direct and coordinate Continuum of Care (CoC) wide monitoring for homeless service providers, with the support of TA consultants
Support coordination and drafting and ensure complete and timely communication, responses (including surveys and interviews), and reporting for all funders and local, state, and federal partners, stakeholders, and regulators for CoC funding administered by H3
Support annual US Department of Housing & Urban Development funded CoC NOFO process in collaboration with TA consultants
Ensure the inclusion of people with lived experience in planning, policy setting, delivery, and evaluation of CoC operations and services

Required

Possession of a baccalaureate degree from an accredited college or university with a major in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field
Successful completion of at least 60 semester or 90 quarter units from an accredited college or university which included courses in English Composition, Social Science, Behavioral Science and mathematics transferable to the California State University System for credit, and two (2) years of full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program
At least 36 months full-time (or the equivalent of full-time) experience performing administrative duties in a health service agency or program is required
Possession of a Master's degree in Business Administration, Public Administration, Hospital Administration, Welfare Administration, Finance or a closely related field may be substituted for one (1) year of the required experience

Preferred

Experience in healthcare safety or compliance leadership: Prior work in hospital safety, risk management, environment of care, or emergency preparedness
Strong knowledge of regulatory standards: Familiarity with OSHA, Joint Commission, CMS, NFPA, and state health regulations
Certifications that signal expertise: CHSP, CHFM, CSP, CPHQ, or similar safety-related credentials
Skilled in incident investigation and root-cause analysis: Ability to lead RCA, FMEA, and corrective action planning
Data-driven mindset: Comfortable analyzing safety metrics, dashboards, and trends to guide decisions
Strong communication and training abilities: Can coach staff, lead safety education, and influence culture
Cross-functional leadership experience: Works effectively with clinical teams, facilities, security, infection prevention, and executive leadership
Possess a background in homeless services including experience working with diverse populations
Practical Knowledge in trauma informed leadership
Experience developing budgets and service plans for grant funded programs
Procurement process oversight experience
