Human Resources Specialist II, Civil Rights
The State of Colorado is dedicated to providing freedom and connection to the traveling public while ensuring safety. The Human Resources Specialist II in the Civil Rights Office will provide guidance and technical assistance regarding personnel rules, handle employee complaints, and ensure compliance with various civil rights laws and regulations.

Responsibilities
Provide guidance and technical assistance to ensure personnel rules are followed
Receive complaints from CDOT employees including potential discrimination, workplace issues, harassment and disparate treatment
Ensures consistent application of all laws, rules, and policies across CDOT (e.g. Title VII, ADA, State Personnel Rules, etc.)
Maintain current knowledge on all employment-related laws, rules, regulations, policies, and procedures
As Regional FMLA/ WC Liaison, tracks and provides guidance on completion of required paperwork, leave usage, and time keeping
Liaison with Appointing Authorities to coordinate information-sharing for effective FML case management, while ensuring compliance with confidentiality and medical privacy requirements
Perform timekeeping duties to help employees manage their leave
Coordinate with the Civil Rights Manager to monitor low and exhausted leave balances and facilitate timely referrals for ADA review, supporting regulatory compliance and employee rights
Perform intake of complaints from supervisors and employees concerning, but not limited to performance and conduct issues, rules violations, such as allegations of workplace violence, discrimination, harassment, retaliation, anonymous complaints from employee hotline, and whistleblower complaints
Conduct investigations in response to charges under Title VII of the Civil Rights Act including gathering information, interviewing witnesses, preparing complex investigative reports and making determinations
Collect and track information for federal reporting
Conduct mediation/ facilitate dispute resolution internally and externally; advise employees on rights, processes and applicable procedures
Provide guidance to employees on career development and enrichment; strategize, develop, and manage programs that assist employees in career progression, training opportunities, and retention
Attend 6-10 meetings as a representative of appointing authorities and review letters of decision, corrective, and disciplinary actions
Prepare position statements in response to claims filed with the Colorado Civil Rights Division and/or the EEOC
Coordinate requests for records under the Colorado Open Records Act (CORA) in compliance with state statutes, rules, policies, and procedures regarding the dissemination of records and files
Other job duties as assigned
Qualification
Required
At least five (5) years of human resources experience with a primary focus on interpreting and administering a combination of the following human resources programs: labor/employment laws (e.g. Fair Labor Standards Act, Family Medical Leave Act, Workers' compensation), compensation, selection, employee relations, and/or performance development/management
A combination of relevant education and experience equal to at least five (5) years
Education from an accredited college or university with coursework in Human Resource Management, Industrial/Organizational Psychology, Psychology, Sociology, Public Administration/Service, Social Work, or another field of study related to the duties of this position will be considered
Experience with a primary focus on interpreting and administering a combination of the following human resources programs: labor/employment laws (e.g. Fair Labor Standards Act, Family Medical Leave Act, Workers' compensation), selection, employee relations, and/or performance development/management will be considered
Must pass a pre-employment screening which may include social security number trace, criminal records check, public court records check, educational records, and driving records checks
Preferred
Demonstrated success with the duties listed in the Description of the Job section
Years of State service experience related to the duties of this position
Highest work/personal ethics and integrity
Experience conducting training
Experience coordinating and completing projects including developing reporting metrics
Knowledge and experience with the rules of Colorado's Personnel System
Knowledge and experience with workplace state and federal rules, laws, and regulations (e.g., Title VII, FMLA, ADA, FLSA, USERRA, affirmative action, employee leave, sexual harassment, State Personnel Rules, etc.)
Familiarity with and experience applying laws, regulations, and best practices applicable to hiring and recruitment
Human Resources Certification
Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems
Proficient with Microsoft Office Suite (Word, Excel, SharePoint), Google Apps (Drive, Docs, Sheets, Forms), and the ability to quickly learn new software systems
Ability to research, interpret, and apply policies, procedures, and regulations. Ability to provide guidance to organizational stakeholders
Ability to work under tight deadlines and be adaptable to changing assignments
