Budget Analyst

The State of North Carolina's Department of Public Safety is seeking a Budget Analyst III to manage and implement the department's budget. This role involves providing budget support and fiscal leadership, monitoring expenditures, and ensuring compliance with budget policies and procedures.

Responsibilities

Monitoring expenditures and budget to ensure compliance with DPS policy and the Office of State Budget & Management (OSBM) rules and regulations
Investigating variances and consulting with Division staff to resolve discrepancies
Performing data analysis and providing current and historical data, both independently and in collaborative settings
Analyzing spending patterns and consulting with Department and Division leadership on budget requirements and limitations throughout the fiscal year
Preparing continuation/base budget worksheets and change/expansion budget requests and worksheet entries
Managing the yearly budget certification process and creating new budgets as required
Monitoring existing internal and federal grants as well as setting up new grant cost centers and budgets
Researching and approving position actions in BEACON (an HR Information System) and creating corresponding budget entries
Preparing and submitting allotment entities and reconciliations in the State’s budget and accounting systems
Creating and validating cost centers and expense accounts for all operating budgets assigned to this position
Approving requisitions in the State’s procurement system, job order for maintenance and construction projects, and other internal process approvals and verifications
Completing special and ad hoc projects assigned by the Budget Director and DPS leadership; participation on committees and task forces
Daily supervision of a team of Budget Analysts and providing training to new employees
Communicating effectively, both orally and in writing, with all levels of internal staff and outside stakeholders
Accurately interpreting laws and policies
Working independently with minimal supervision
Recognizing, analyzing, and solving problems on a proactive basis

Required

Bachelor's degree in business administration, public administration, accounting or related field from an accredited institution
Five years of experience preferably in governmental accounting or budgeting
One year in advanced and responsible analyst or administrative capacity
Experience with governmental budgeting
Experience in monitoring expenditures to ensure compliance with policy
Experience in analyzing spending patterns and making recommendations to leadership
Experience in investigating variances in a budget and resolving these discrepancies
Experience identifying budgeting needs and/or developing budget proposals
