Director of Facilities and Maintenance

Responsibilities

Oversee the operations, maintenance, renovation, and management of 45 agency buildings and infrastructure
Ensure facilities meet safety, accessibility, environmental, and regulatory requirements
Direct grounds maintenance and landscaping services to ensure safe, functional, and professional environments
Lead capital improvement planning and coordinate major construction or renovation projects
Coordinate office moves and/or relocations
Provide guidance and training to staff, promoting excellence in the execution of duties within the team
Manage the department, including personnel, budgets, and resources, ensuring efficient and effective operations
Develop and implement long-term strategies, policies, and performance standards for all areas within purview
Direct fleet operations, including vehicle acquisition, maintenance, utilization, and replacement planning
Coordinate with law enforcement and emergency management partners as appropriate
Negotiate and manage contracts, including monitoring and addressing vendor performance issues
Ensure responsible stewardship of public funds and identify opportunities for cost savings and efficiencies
Foster a culture of accountability, safety, professionalism, and continuous improvement
Establish strategic goals, policies, and performance standards while maintaining direct awareness of day-to-day operational realities
Provide executive leadership during incidents, emergencies, system failures, or security events, including direct involvement when technical or operational decisions are required
Maintain a working knowledge of major building systems, including HVAC, electrical, plumbing, fire/life safety systems, building automation systems, and structural components
Review and approve maintenance strategies, preventive maintenance programs, and corrective action plans for facilities and fleet
Participate in site inspections, facility audits, and acceptance of completed work when required
Possess a functional understanding of physical security systems, including access control, surveillance, intrusion detection, and alarm monitoring
Implement maintenance and cleaning schedules for the agency fleet and buildings
Oversee inventory control systems and asset tracking processes, ensuring accuracy, accountability, and audit readiness
Provides strategic oversight of warehouse, inventory management, and shipping/receiving operations, ensuring efficiency, accuracy, safety, and compliance with applicable state policies and regulations
Review scopes of work, technical specifications, and performance requirements for facilities, security, and maintenance contracts
Ensure contracts align with operational needs, industry standards, and regulatory requirements
Monitor vendor performance and intervene directly when service delivery, safety, or compliance issues arise
Ensure compliance with building codes, safety regulations, environmental requirements, and occupational standards
Review inspection reports, safety audits, and regulatory findings and direct corrective actions
Maintain situational awareness of operational risks related to aging infrastructure, deferred maintenance, and security vulnerabilities
Other related duties as assigned

Required

Expert knowledge of facilities management, building systems, security operations, fleet management, and asset control
Strong understanding of public sector regulations, procurement laws, safety standards, and risk management
Proven ability to lead large-scale projects, manage change, and align operations with strategic goals
Proven ability to make informed decisions during operational disruptions or emergencies
Exceptional communication, negotiation, and stakeholder-management skills
Strong analytical and decision-making capabilities under high-risk or high-pressure conditions
Ability to translate executive direction into executable operational plans and observable outcomes
Strong leadership skills with experience managing teams and working with cross-functional departments
Application of problem-solving/decision-making skills, independent thinking, and sound judgement
Tenacity for work in a fast-paced environment and with adaptability to ever-changing conditions
Professionalism that exhibits an ability to work well with others, maintain personal integrity, and integrity expected of state employees, but that asserts oneself as necessary
Excellent customer service skills

Preferred

Minimum 5 years senior-level experience overseeing facilities, security, maintenance, fleet, or infrastructure operations in a government or large institutional setting
